02/11/1988, Public Hearing Meeting MinutesPage 1527 Kennedale City Council Public Hearing - February 11, 1988 Community Center Mayor Steve Radakovich called the public hearing to order at 7:22 p.m. Members present were Steve Radakovich, Bill Abbott, Pete Kirkpatrick, John Mallory and Mark Wright. Jerry Mitchell arrived during public hearing, number 3. Public Hearing No. 1 - 7:22. p.m. - The purpose of the hearing was to receive citizens comments regarding a proposed zoning change request form "A" Single Family District to "G" Industrial District, on Tract 2B, R.C. Richey Survey, Abstract 1327, containing approximately 3 acres of land, located at 603 South New Hope Road, requested by Ms. Donna Morris. Donna Morris signed in as in favor of the request. No other persons spoke for or against the zoning change regeust. Public Hearing No. 2 - 7:23 p.m. - The purpose of the hearing was to receive citizens comments regarding a petition for annexation on Tracts 32B1 & 31C, David Strickland :purvey, Abstract 1376, containing approximately 1.17 acres of land, located at 5411 & 5415 Mansfield Highway, requested by Harold L. Ryenolds and Mildred J. Adams. No one spoke for or against the annexation request. Public Hearing No. 3 - 7:25 p.m. - The purpose of the hearing was to receive citizens comments regarding projects to be funded under the Community Development Block Grant program. Ted Rowe explained that the grant program is limited to street, water, or sewer improvements within the approved target area for the benefit of low to moderate income families and other eligible projects include Senior Citizen and Community Centers. Eddie Cheatham and Associates were the engineers selected by the County to take bids on the Senior Citizen project. Mike Monroe representing Eddie Cheatham and Associates presented the bid tabulations with the lowest bid from Murray Construction of $165,000 complete or $136,858 incomplete which excluded outside canopies, $3,800, landscaping $1,000, parking lots and sidewalks $23,342. The City would have to supply the funds of approximately $38,000 to cover the difference between the bid (minus deductive alternatives) and the funds available from the grant. Other alternatives are to make the funds available for another project within the $98,000 or the funds can be held until next year in some cases. Page 1528 Public Hearing - February 11, 1988 Contd.
