Discuss contract and opportunities for collaboration between the Park Board and KYA. Discuss Veterans Memorial concepts in Town Center. Discuss Naming the Park in the Rolling Acres subdivision. Discuss revisions to Park Board Ordinance and job descriptions. Action was taken in the regular meeting on the KYA and naming the park in Rolling Acres subdivision. Chairman Deaver called the meeting to order at 7:10 p.m. Members present: David Deaver, Donna Gerron, Mike Bevill, David Smith, Michael Chandler, and Elizabeth Carrington. Members absent: Mitch Blan and Yolanda Jones Staff Present: Bob Hart, City Manager; Larry Hoover, Community Development Specialist; James Cowey, Building Official; and Glenn Greenwood, Streets & Parks Supervisor; Shaye Ford, Park Board Secretary. Mr. Smith was moved to regular voting members for the purposes of this meeting. A. VISITORS /CITIZENS FORUM Pat Turner, Vera Coker, Lindy Middleton Stroncek, Danny Rodgers, Rev. Bill Boyd and Bobby Gilley spoke in favor of naming the park in the Rolling Acres subdivision after the Rodgers family. B. REGULAR ITEMS 1. Approval of Minutes dated February 6, 2008. Mr. Chandler made a motion to approve the minutes as presented, seconded by Mr. Bevill. Motion passed unanimously. At that time Chairman Deaver moved item five (5) on the agenda to item two (2). 2. Discuss and consider naming the park located in the Rolling Acres subdivision. A brief discussion was held. Mr. Smith made a motion to name the Park Rodgers Farm Park. Donna Gerron seconded the motion. Mr. Bevill sustained from voting. Motion carried 3. Discuss and Consider Park Projects 4 70 a. Sonora Park Mr. Hoover updated the Board on various items regarding Sonora Park including the land acquisition, park design. A brief discussion was held concerning the acquisition of the land for the park expansion and design. b. Rolling Acres Park Mr. Cowey, Project Manager for the Rolling Acres Park updated the Board on budget items. A discussion ensued concerning basketball courts and more playground equipment. c. Town Center Park Plaza Mr, Cowey, Project Manager for the Town Center Park Plaza updated. the Board on construction of the park, sewer line and budget. A discussion ensued concerning these items. 4. Discuss and consider various types of Veteran Memorials in Town Center Park Plaza. Mr. Chandler made a motion that the Veterans Memorial be an Eagle fountain with a raised plaque facing the clock tower. Mr. Smith seconded. Mr. Bevill made a motion that the plaque has the phrase "Dedicated to the memory and honor of all veterans who have served, are serving, and will serve this great country for the cause of freedom." Mr. Smith seconded. Both motioned passed. 5. Consider recommending the execution of a contract with KYA Facility usage. Mr. Hart, City Manager updated the Board on the revised contract. Changes were made to annually meeting in February, meet with KYA at least three times a year. Mr. Bevill made a motion to accept the contract upon approval from the City Attorney. Mr. Chandler seconded. Motion passed. There was also a mention of checking on food handling in the concession stand. 6. Discuss revisions to the Park and Recreation Board Ordinance and creation of job descriptions of Board members. Mr. Bevill made a motion to table this discussion. Mr. Chandler Seconded. Motion passed. 7. Receive Staff Report for Park Dedication Fund Mr. Hoover advised the Board of new report in packet from December 2007 8. Discuss Board appreciation dinner March 27, 2008 at 6:30 p.m. Mr. Hoover invited all board members and a guest to the dinner. C. SUMMARY OF GUIDELINES FOR ADMINISTRATION OF TRPA ACQUISITION AND DEVELOPMENT PROJECTS (Revised March 2003) The Texas Parks & Wildlife Commission, by authority of Chapters 13 and 24 of the Parks & Wildlife Code, has adopted Guidelines for Administration of TRPA Acquisition and Development Projects, to read as follows: It is the Commission's policy that the Department shall administer local projects in accord with the following guidelines, with interpretation of intent to be made to provide the greatest number of public recreational opportunities for the citizens of Texas. Approved projects shall be pursued in a timely manner by the sponsor unless delays result from extraordinary circumstances beyond the sponsor's control. The cost of the brick alone without engraving is $15.00. Mr. Hart, has made a recommendation of $100.00. At this time we do not have any photos for the Veterans Memorial Pavers. Dictation from Mr. Hart, City Manager: The use of bricks as a fund raiser project has evolved over the last 15 to 20 years. Historically, I have seen bricks used as part fund raisers and part recognition. During that time period, bricks typically sold for about $100 and pavers around $500. In looking at similar efforts by the same organizations over the past week, we found that bricks are selling for $500 and the pavers from $2500 to $5000. This appears to be a shift to more of a fundraising mode as well as recognition of the increase cost. The cost of the bricks in terms of buying, shipping, and having them engraved and installed will be in the neighborhood of $75 - $100. Consequently, the Park Board will need to ascertain its underlying intentions with the brick. If the intent is to have people participate in the park to get some recognition for their family and is viewed as a break even arrangement, the cost of $100 for the brick and $500 for the pavers would be a reasonable approach. On the other hand, if the intent is to raise some money for further development of the park, then the Board will need to consider an increase in the cost of the brick and pavers. For example: $200 per brick and $750 -$1000 for the pavers. Reserved. ARTICLE IL PARKS AND RECREATION BOARD Sec. 16-10. Created. There is hereby created and established a park and recreation board to be composed of five (5) regular members and three (3) alternate members. Such board shall be officially designated as the Park and Recreation Board of the City of Kennedale, texas, (Ord. No. 48, § 1, 2- 10 -94; Ord. No. 341, § 1, 7- 13 -06) Sec. 16-11. Membership; appointments, qualifications, terms, vacancy. (a) The five (5) regular members are hereby designated by places, being place 1 through 5, and the three (3) alternate members, places 6 through 8, on the park and recreation board. Each city council member may appoint one (1) regular park board member to the park board place corresponding to the city council member's place. The three (3) alternate members shall be appointed by majority vote of the city council. (b) Corresponding with the terms of office of the corresponding city council member: (1) The initial term for regular board members serving in places 1, 3 and 5 shall be until May of 1995. Thereafter, places 1, 3 and 5 shall be appointed in May of each t odd- numbered year. Alternate board member 7 shall also be appointed in each odd- numbered year. (2) The initial term for board members serving in places 2 and 4 shall be until May of 1996. Thereafter, places 2 and 4 shall be appointed in May of each even - numbered year. Alternate board members 6 and 8 shall also be appointed in each even - numbered yew (c) The alternate members shall attend each meeting and shall, on a rotating basis, act in the place of an absent regular member. If no standing member is absent, the alternate members shall not vote on any matter. (d) In the event of a vacancy on the park and recreation board, such vacancy shall be filled in accordance with this section. (e) If a city council member fails to make an appointment within ninety (90) calendar days of the date of the vacancy or date of expiration, the city council may by majority vote make an appointment. (f) The members of the park and recreation board shall be resident citizens within the corporate limits of the city, taxpayers, and qualified voters of the City of Kennedale, Texas. (g) A board member may be removed by a majority vote of the city council for cause or without cause. (Ord. No. 48, § 1, 2- 10 -94; Ord. No. 341, § 2, 7- 13 -06) Supp. No. 12 932 1 $ P4M, RECREATION AND CULTURAL ACTIVITIES § 16 -12 See. 16.12. Organization, operation, meetings and quorums. (a) By June of each year, the membership shall determine by simple majority vote a chairman, a secretary and a recording treasurer. The office of recording treasurer may be combined with the office of secretary by decision by simple majority vote of the board. The terms of office of chairman, secretary and recording treasurer will be for the period of one (1) Year from May 31st of each year. It will be the duty of the chairman to preside over the meetings of the board and to assist in setting meeting agendas. It will be the duty of the secretary to record and maintain minutes of meetings of the board, to draft correspondence for the board, and to serve as chairman in his Supp. No. 12 932.1 14 i PARKS AND RECREATION $ 16 -15 absence. It will be the duty of the recording treasurer' to provide reports of expenditures recommended by the board for city council approval, and of special park and recreation rev- enue fund balances. (b) The board shall make such rules and regulations for its own government and shall hold at least six (6) regular meetings per year. A quorum shall consist of three (3) members of the park and recreation board. (Ord. No. 48, § 1, 2- 10-94) Sec. 16-13. Absence from meetinng►s, notification. Should any member of the park and recreation board be absent from three (3) meetings during any twelve -month period beginning from the date of the appointment to such board, it shall be the responsibility of the chairman, or in his absence the secretary of the board, to notify the city council, tbrough the city administrator, with a record of such absences and of any and all extenuating circumstances related to the absences. (Ord. No. 48, § 1, 2- 10 -94) Sec. 16-14. City departments to furnish board with reports, advice, and services at direction of city administrator. The park and recreation board shall receive reports, advice and available services from the various city departments as required and as directed by the city administrator, or his desig- nated representative. -When directed by the city administrator, aqy department head or official of the city shall be available to the board for advice and donsultation, and they shall cooperate with and render such services for the board as shall come within the scope of the duties of the city administrator. (Ord.. No. 48, § 1, 2- 10 -94) Sec. 16-16. Powers and duties of board. The park and recreation board shall have the power and authority and it shall be its duties: (1) Zb make studies and project plans for the improvement and acquisition ofpublic parks and open spaces with a view of park development and extension, and to recommend all matters for the development and advancement of the city parks and open space facilities, layout and appearance, and to perform the duties of advance planning for future acquisition and development of potential park and open space lands; (2) Zb confer with and advise Property owners and developers pertaining to location and development of private property with the view of having the same conform to the overall city need for parks and open spaces -and to advise and confer with the city administrator or his designated representative in the performance of his duties; (3) 'Ib aid and assist the city administrator in the procuring of financial and other aids and assistance for the city from the state and federal governments and their agencies for each and all of the purposes herein enumerated; supp. No. 3 933 15 16-15 HENNEDALE CITY CODE - (4) Zb act with and assist all other municipal boards, governmental agencies, regional associations and especially the city council in formulating proper plans for in park and open space development; (5) 1b plan and recommend the location, plan, and extent of city parks, playgrounds, and other public grounds and public improvements, for the location and planning of public buildings, schools and other properties, and of recreational facilities, including those public and privately owned improvements for water, lights, sanitation, sewer dispos- al, and drainage; (6) Zb monitor schedules of athletic fields to assure adequate maintenance and repair time and to optimize the use of established recreational fields and facilities; (7) 7b recommend general rules and regulations governing use of parks, open spaces, community, recreational facilities and buildings; (8) 7b recommend plans for improving, developing, expanding and beautifying the parks and public buildings in or adjacent to the city and to cooperate with the city council and other agencies of the city in advising, establishing, locating, improving, selecting, expanding and maintaining the public parks, playgrounds and lakes for public rec- reation; (9) 7b recommend programs to the city council, in an advisory capacity, to originate, plan and coordinate a recreation program for all segments of the population, throughout all seasons of the year. Efforts by the board should be made to assure that all recom- mendations will utilize ezisting facilities and organizations to provide recreational and leisure time activities to the citizens. The board should concern itself with the possibilities of gaining cooperative use of noncity owned facilities and implementing proven programs to attract participants for recreational activities. (Ord. No. 48, § 1, 2- 10-94) Sec. 16-16. City administrator ex officio member of board. The city administrator or his designated representative shall be an ex officio member of the board without voting privileges and shall act in an advisory capacity to the board. (Ord. No. 48, 11, 2- 10-94) Sec. 16-17. Recommendations to council; procedure; budgeting (a) The park and recreation board shalt have the authority to hold public hearings in the city and to consider and make recommendations to the city council in writing from time to time on any and all matters pertaining to the city's public parks and recreation system. (b) All recommendation made by the board to the city council shall be by majority vote of a quorum of the board, and such recommendations shall normally be made through the city administrator. (c) The city administrator shall confer with the park and recreation board during the Preparation of his annual park department budget recommendation to the city council. The Supp. No. a 984 14 PARKS AND RECREATION § 16 -21 city administrator shall be required to inform the city of the board's recommendations con= cerning annual park and recreation appropriations, and in those instances where his recom- mendation differs from that of a majority of the board, the board chairman, may have a hearing before the city council to directly report the madority's recommendation including the source of funds to support such recommendation. (Ord. No. 48, § 1, 2- 10-94) Sec. 16-18. Employee matters not within purview of board. The park and recreation board shall have no authority in the choice of employees who may be assigned to park and recreation activities nor in the establishment of salary ranges for such employees. . (Ord. No. 48, § 1, 2- 10 -94) Sec. 16-19. Disposition of revenues. All revenues derived from park and recreation related activities which are under the direct control of the city shall be deposited to the city general fund and utilised to support and recreation related activities to the extent of city-wide Port park ty -wide needs as determined by the city council during the annual budgeting of funds for all city departments. (Ord. No. 48,.§ 1, 2- 10-94) ARTICLE IlL PARKS AND PLAYGROUND REGULATIONS Sec. 16-20. Safety of patrons generally; limitation of activities by permit. It shall be unlawful for any individual or group ofindividuals to on any park .or la participate � any activity playground area when such activity will create a danger to the public or may be considered a public nuisance. The city administrator, or his des' ocular locations within the ark and la wee' maY designate Par` P P Yground areas for specific activities by the issuance of special permits upon application, which permit's shall set out the particular conditions under which activity is permitted. Overnight camping is prohibited on any PS1'k property except by special permit issued by the city administrator, or his designee, for such activity on special occasions. (Ord. No. 48, § 1, 2- 10-94) Sec. 16-21. Restricted and public areas. It shall be unlawfid for any person to enter any portion of a park or recreation area which is designated as restricted, or to enter any area d not open to the public or to enter at an time wring the hours of the day when said area is Y an y park and recreation area closed. Any section of any park may be declared closed to the public by the city administrator at any time for any interval of time. Hours during which the area is closed to the public shall be posted by the city administrator or his designee. (Ord. No. 48, § 1, 2- 10-94) Supp. No, 3 935 1 W+ § 16-22 KENNEDALE CITY CODE Sec. 16.22. Concessionp. - Authorized. . The city council may from time to time, upon the recommendation of the city administra- tor, grant concessions for the operation of amusements, refreshment stands and related con- cessionaire facilities for operation in municipal parks and playgrounds. Any such concession shall be granted upon a written contract detailing the privileges, duties and responsibilities of the concessionaire and providing adequate protection for the city and its citizens. (Ord. No. 48, 11, 2- 10-94) Sec. 16-239. Same — Required for sale of merchandise. It shall be unlawful for any person to sell or offer for sale any food, drunks, confections, merchandise, or services in any park or playground unless such person has a written agree. meat or a permit issued by the city permitting the sale of items in such park or playground. Application for such agreements or permits shall be made to the city administrator. . (Ord. No. 48, j 1, 2- 10-94) Sea. 16-24. Parking vehicles. Where vehicle parking lots or areas have been set aside in a park in the city, no vehicle shall be driven over or across the curbs, sidewalks, grass, or lawn within such park, but shall be parked in such parking lots or areas'and not otherwise. Exceptions are park maintenance vehicles and as may be directed by police or, parr department personnel.- (Ord. No. 48, ¢ 1, 2- 10-94) Sec- 16-86. Driving vehicles and animals It shall be unlawful to drive or propel any vehicle over or through except along or upon park drives, parkways, � park or 'playground over any park drive ays or park boulevards, or to drive or propel along or parkway or park boulevard, any heavily laden vehicle or vehicle carrying merchandise, goods, material, or rubbish, or any market w van, dray, or �°m milk � dirt �, moving. truck' and it shall be unlawful for any person to ride or to drive any horse or other animal over or through any park or playground except along an upon the designated paths. It shall be unlawfW to place or erect any structure advertising , sue, bulletin board, post, pole, or device of any kind whatever in any park or playground, or to attach to any tree, shrub, Pence, railing, post, or structure within any park or la p yb'ro.d; provided, however, the city administrator, or his designee, may permit in writing the erection of temporary decora- tions on occasions of public celebrations or holidays. No. 48, § 1, 2- 10-94) 8upp, No. 3 936 It Park and Recreation Board Member Job Description The Parks and Recreation Board is a linkage to the community residents and operates in concert with other advisory boards. The Board advises and formulates recommendations to the City Council for the use, improvement, and growth of parks and recreation activities within the City. The duties of the Parks and Recreation Board include the following: 1. Proactively solicit citizen input in the development of Kennedale. 2. Provide leadership through influencing the development of a "sense of place" in Kennedale. 3. Assemble and recommend a long -range comprehensive park plan for the City. 4. Ensure the coordination of planning activities with the other advisory boards especially Planning and Zoning Commission. 5. Maintain a positive relationship with Kennedale Independent School District and the Kennedale Youth Association. Qualifications: • Registered voter of the City • Resident of the City for one year • Continue residency in the City during term of office • Must be able to communicate effectively with fellow Board members, public, other board members, city council members, city management, and city staff. Time Commitment: • Regularly attend the Parks and Recreation Board meetings on the first Wednesday of each month. Meetings typically last from one to four hours. • Attend special meetings and /or workshops as called. • The city will maintain an NRPA membership for Board members. PARKS AND RECREATION BOARD Sec.-16-10. Created. There is hereby created and established a park and recreation board to be composed of five (5) regular members and three (3) alternate members. Such board shall be officially designated as the Park and Recreation Board of the City of Kennedale, Texas. (Ord. No. 48, § 1, 2- 10 -94; Ord. No. 341, § 1, 7- 13 -06) Sec. 16 -11. Membership; appointments, qualifications, terms, vacancy. (a) The five (5) regular members are hereby designated by places, being place 1 through 5, and the three (3) alternate members, places 6 through 8, on the park and recreation board, Each city council member may appoint one (1) regular park board member to the park board place corresponding to the city council member's place. The three (3) alternate members shall be appointed by majority vote of the city council. (b) Corresponding with the terms of office of the corresponding city council member: (1) The initial term for regular board members serving in places 1, 3 and 5 shall be until May of 1995. Thereafter, places 1, 3 and S shall be appointed in May of each odd - numbered year. Alternate board member 7 shall also be appointed in each odd - numbered year. (2) The initial term for board members serving in places 2 and 44 shall be until May of 1996. Thereafter, places 2 and 4 shall be appointed in May of each even - numbered year. Alternate board members 6 and 8 shall also be appointed in each even - numbered year. (c) The alternate members shall attend each meeting and shall, on a rotating basis, act in the place of an absent regular member. If no standing member is absent, the alternate members shall not vote on any matter. (d) In the event of a vacancy on the park and recreation board, such vacancy shall be filled in accordance with this section. (e) If a city council member fails to make an appointment within ninety (90) calendar days of the date of the vacancy or date of expiration, the city council may by majority vote make an appointment. (f) The members of the park and recreation board shall be resident citizens within the corporate limits of the city, taxpayers, and qualified voters of the City of Kennedale, Texas. Organization, operation, meetings and quorums. The park and recreation board shall receive reports, advice and available services from the various city departments as required and as directed by the city manager, or his designated representative. When directed by the city manager, any department head or official of the city shall be available to the board for advice and consultation, and they shall cooperate with and render such services for the board as shall come within the scope of the duties of the city manager. Efforts by the board should be made to assure that all recommendations will utilize existing facilities and organizations to provide recreational and leisure time activities to the citizens. The board should concern itself with the possibilities of gaining cooperative use of non -city owned facilities and implementing proven programs to attract participants for recreational activities. No. 48, § 1, 2- 10 -94) Park and Recreation Board Member Job Description The Parks and Recreation Board is a linkage to the community residents and operates in concert with other advisory boards. The Board advises and formulates recommendations to the City Council for the use, improvement, and growth of parks and recreation activities within the City. The duties of the Parks and Recreation Board include the following: 1. Proactively solicit citizen input in the development of Kennedale. 2. Provide leadership through influencing the development of a "sense of place" in Kennedale. 3. Assemble and recommend a long -range comprehensive park plan for the City. 4. Ensure the coordination of planning activities with the other advisory boards especially Planning and Zoning Commission. 5. Maintain a positive relationship with community organizations, e.g., Kennedale Independent School District, Kennedale Youth Association, etc. Qualifications; • Registered voter of the City • Resident of the City for one year • Continue residency in the City during term of office • Must be able to communicate effectively with fellow Board members, public, other board members, city council members, city management, and city staff. Time Commitment: • Regularly attend the Parks and Recreation Board meetings on the first Wednesday of each month. Meetings typically last from one to four hours. If a member misses three meetings in a year, the member will be removed. • Attend special meetings and /or workshops as called. • In order to assist members in the execution of their duties, the city will maintain an NRPA membership for Board members. • Attend training sessions on Open Meetings Act, the Public Information Act, and Board Governance.
