1999_08.03 BBA MinutesCITY OF KENNEDALE MINUTES DE BUILDING BOARD OF APPEAL, SPEC MEETING 3 AUGUST 1999 COMMUNITY CENTER The meeting was called to order at 7:06 P.M. Board Members Present: Steve Hayes, Bryan Lankhorst, John Berry, and Ray Cowan. Perry Hoover was unable to attend. City Staff Present: Mort Wetterling, Code Enforcennent/Permits/Plamning Department The informal meeting began with City Staff providing a brief history of action taken, over the past four years, relative to the administration and enforcement of Article Ji of Section 15 of The City Code which addresses Dangerous and Sub Standard Buildings. Statistics relating to the number of sub standard buildings inspected as well as percentages of structures abated by both demolition and repair were briefly discussed. Board Members also engaged in a discussion relating to the duties and powers of The Board as established by Ordinance No, 86. The number of proposed cases, which will be heard at the 26 August 1999 Public Hearing, was addressed, however, the cases themselves were not identified nor were they discussed. Board Members then addressed the matter of selecting a Board Chairman and Vice Chair and discussed the adoption of rules and procedures as well as the need, or possible need, for establishing a set schedule of meetings with the following being the end result: 1. Ray Cowan was selected to the position of Board Chairman and Steve Hayes volunteered to serve as Vice Chair. 2. Board Members agreed to conduct Hearings and Meetings which are consistent with the provisions of Ordinance No. 86 and the requirements of law. 3. Finally, Board Members agreed that a pre - determined schedule of meeting dates would not be required but rather Public Hearings and Meetings would be scheduled on an as needed basis. Board Members did request that City Staff provide written report, on a quarterly basis, which will reflect, update, and address City Staff activity relative to the abatement efforts of property owners whose structures have been inspected and found to be sub standard, dangerous buildings. With no further subjects to discuss, Ray Cowan made a motion to adjourn. Steve Hayes seconded the motion and all Members voted in favor. Time — 7:58 P.M.
