III. MINUTES APPROVAL A. Approval of Parks and recreation Board minutes dated June 6, 2012. Michael Chandler made a motion to approve minutes dated June 6, 2012 as presented and was seconded by David Smith . Motion passed unanimously. IV. No formal action can be taken on these items. No visitors wished to speak at this time. V. REGULAR ITEMS A. Discuss the Pier Skatepark and possible ways we can help prom ote it as a recreation hotspot. Jill Turner suggested trying to get the schools involved somehow possibly by promoting the skatepark at their open house. David Smith suggested having the skatepark do a promo show at the next Bark in the Park event of Kidf ish . B. Discuss and review adding park fitness equipment at Sonora Park and possible ways to pay for it. In previous meetings it was brought up that we should look at getting possible fitness equipment in Sonora Park. A discussion was held regarding this and possible ways we may be able to fund it. Board members asked that we put this back on the agenda for September 2012 meeting. VI. Reports/Announcements A. Discuss Village Creek Park Master Plan Larry Hoover provided the board with brief updates on the above mentioned items. No action needed to be taken. VII. Adjournment – Chairman Deaver adjourned the meeting at 8:10 p .m . Subject: Introduction of new board member and announcement of a board members departure. II. Originated by: III. Summary: Alan Peterson had been appointed as the newest member of our Parks and Recreation Board as an alternate. Stephen Brim has been moved to a regular voting member in Place 2. David Smith was not reappointed to the board. IV. Recommendation: None V. Alternative Actions: VI. II. Originated by: III. Summary: The Keep Kennedale Beautiful Commission and Rachel Roberts have joined efforts to combine a Butterfly and Bird Garden to be placed in TownCenter Park. Stephen Brim, Michael Chandler, and Rachel Roberts will provide board members with background on this project. They request the Parks and Recreation Boards approval to host this garden in TownCenter Park. IV. Recommendation: Approve V. Alternative Actions: VI. Summary: The Kennedale Boy Scout Troop will have their annual Turkey Shoot contest on Saturday November 17, 2012 from 8 am - 2 pm. Jim Fountain approached city staff requesting the Parks and Recreation Boards approval to use the Kennedale Ballfields at Sonora Park. IV. Recommendation: Approve V. Alternative Actions: VI. Attachments: JUN 2012 PARK BOARD FINANCIALS Budget/Amendment No changes. Year -To -Date • Investment Income: None anticipated for this fiscal year in comparison to last year. • Mi scellaneous Income: No significant chang e from last fiscal year. The $900 for this year reflects paver revenue we have received . Last year, we received a grant reimbursement from TPWD total ing $400K. • Transfers: None anticipated for this fiscal year in com parison to last year. L ast year, we had to transfer approximately $42K into the Park Fund to cover a negative overall balance. This neg ative balance resulted from unrealized gas well activity revenues that did not come in as anticipated to cover the shor tfall. • Special Services: None anticipated for this fiscal year in comparison to last year. Last year represented expenses tied to normal operations. • Engineering Services: None anticipated for this fiscal year in comparison to last year. Last year repr esented expenses tied to normal operations. • Land: No significant change from last fiscal year. The $75 for this year reflects a delinquent tax payment. The City is exempt from taxes; however, this was related to newly purchased right -of -way property, in w hich the City had to settle out prior taxes owed. • Construction: None anticipated for this fiscal year in comparison to last year. Last year represented the last of the expenses tied to the parking lot. • Sonora Park Grant Project: None anticipated for this fiscal year in comparison to last year. Last year represented the last of the expenses tied to the TPWD grant. • Brick Pavers: No significant chang e from last fiscal year. $495 reflects engraving services for several plaques placed in the TownCenter Par k during the 9/11 Memorial Dedication . T he City Manager chose to recognize approximately 10 city employees , who had either served their country or are currently serving their country in the US Armed Services/military. We have also had an additional $270 i n several more plaques purchased. Estimate • The final fund balance for F Y10 -11 is $1. The estimated ending fund balance for FY11 -12 i s approximately $60 .
