MINUTES OF
IMPACT FEE ADVISORY COMMIT ILE MEETING
17 JULY 1997 — 7:00 P.M.
COMMUNITY CENTER
Chairman Conroy called the Kennedale Impact Fee Advisory Committee meeting to order at 7:04 p.m.
Conunission Members Present: Chairman David Conroy, Wayne Cordell, Richard Jernigan, Bryan
Lankhorst, Jerry Miller and Ralph Warner. Chuck Shytles and Wayne Winters were absent.
City Staff Present: Mort Wetterling — Permits /Code Enforcement Department
Linda Royster — Director of Utility Billing
Susan Brown — Planning and Zoning Secretary
Chairman Conroy began the meeting with a brief history of the Impact Fee Committee procedures.
Linda Royster briefed the Commission with charts and graphs on a Water /Sewer Impact Fee comparison
with surrounding cities, fees collected by past and present Fiscal Years and a total number of new
construction with a projection of future Impact fees. Effective 10 July 1997, all service connections on lots
in new plats approved will be assessed a new water impact fee increase of 25% and old fees will remain
unchanged for properties platted prior to this date.
Discussion followed with Ralph Warner expressing his concerns regarding the increased rate of 25% for
impact fees not being high enough. He feels that other fees could be implemented, i.e. park or road, and
that this should be proposed to City Council.
Laws that regulate Impact Fees were discussed as well as comparing cities that draw off surface water as
opposed to cities that have wells and their related costs. It was suggested that City Staff have available, for
the next quarterly meeting, additional types of impact fees that the City could charge, i.e. sewer /storm
water drainage and an update of future well sites.
Ralph-Warner made a motion to continue discussion on Impact Fees and have it as an August Agenda Item.
Wayne Cordell seconded the motion but the motion failed when two members voted against and Richard
Jernigan abstained.
With no additional business to discuss, Chairman Conroy adjourned the quarterly Impact Fee Advisory
Committee meeting at 7:36 p.m.
