IMPACT FEE COMMITTEE
OCTOBER 15, 1992 - 7:30 PM.
COMMUNITY CENTER
Vice Chairperson Roger Hurlbut called the meeting to order at 7:30 PM.
Members present were Glynn Cavasos, Roger Hurlbut, Chuck Gray and Chuck
Shytles. Members absent were Janna Brimer, Bill Cromer, Cliff Hallmark and
Wayne Winters.
Item No. 1 - Briefing by Staff on the Status of Impact Fees.
Ms. Vicki Thompson, Director of Finance presented a print -out of impact fees
collected to date. She stated that they were listed in chronological order and
it was broken down as to what subdivision, address, receipt number, water,
sewer, and total amount collected, and the following pages were broken down by
each depositor.
Ms. Linda Royster, Director of Utility Billing provided the committee with a
breakdown of Steeplechase Addition showing what has been collected and a
projection of what is to be collected for 40 additional homes in sewer and water
fees.
Mr. Hurlbut asked if any waivers had been granted on fees. Ms. Royster said
she did not know of any waivers that had been granted, and Mr. Rowe said that
none had been granted.
In addition, Mr. Rowe said the Vera Lane Homeowners Group is converting from
septic tanks to the city sewer system, and that they were exempt from impact
fees.
Mr. Shytles questioned if Kennedale and Fort Worth ever resolved their
differences on the impact fees as to what Fort Worth is going to charge
Kennedale. Mr. Rowe replied no, what we asked them to do is answer the
question of what is Kennedale supposed to do with the Arlington homes on
Kennedale's sewer or Kennedale homes that are on Arlington's sewer. He said
Fort Worth is in a law suit with Arlington and they do not know the answer to
that.
Mr. Hurlbut asked if there was anything that needed to be revised in terms of
projections or capital improvement projects. He said in three years we had to
take a look at it arid that was only about a year and half away from now. Mr.
Rowe said the only thing that he could think of that we did not allow for would
probably not fit the category. We have a general infiltration problem with our
sewer line and we have not discovered where it is and that is repair work not
related to growth. This does not qualify for funding for an impact fee item.

Additionally Mr. Hurlbut asked about the projections that were made back then,
if everything seems to be what they projected so far as growth, and the other
capital improvements seem to be alright. Mr. Rowe said we were a little behind
on growth.
Mr. Hurlbut stated P &Z recommended city council look at the alternative sources
of water, and he knows that is one of the goals Mayor Abbott has gotten from
city council, but has steps been taken in that direction so far. Mr. Rowe replied
that we have not made any progress on that yet.Mr. Shytles questioned if the
City Council has taken action to appropriate money to investigate the possibility
of getting onto Tarrant County Water System. Mr. Rowe said what they have
done in this year's goal and objectives, which is the first time they have set
those, is to commit to try and get the T.R.A. as another source of water. T.R.A.
is our best source because they have ownership in part of the water in Arlington
which has not been permitted to anyone else and the source of water comes close
to Kennedale in Village Creek. This is what Council is hoping to resolve this
year. It depends on how much time we have to work on it. The current status
of our water will be evaluated, and further up the aquifer towards the recharge
side see if the water level drop is still decreasing, place the results on a map
to see how it is looking and determine how many years we have to work this out.
Mr. Highfill stated the latest state inspection of the water system itself came out
good, and everything is in good shape at this time.
Mr. Shytles asked how long our present water system is programmed to last. Mr.
Rowe replied at least another 10 to 15 years. This may be slightly pessimistic
because a lot of cities have come off well water.
ITEM NO. 2 - Consideration of Recommended Changes to Impact Fees.
No one had any changes to add /delete from the present fees or procedures.
There being no further discussion, Vice Chairperson, Roger Hurlbut adjourned
the impact fee committee meeting at 7:50 PM.
