04.18.1996 IFC MinutesMINUTES OF IMPACT FEE COMMITTEE MEETING 18 APRIL 1996 COMMUNITY CENTER Charles Gray - Chairman of the Board called the meeting to order at 7:O1p.m. Committee Members Present: Glen Cavasos, David Conroy, Charles Gray, Ralph Warner, Brian Lankhorst, Jerry Miller and Sandra McCraw. Wayne Winters and Chuck Shytles were absent. City Staff Present: Ted Rowe - City Administrator Michael Box - Director of Development & Enforcement Linda Royster - Director of Utility Billing Mort Wetterling - Permits /Code Compliance Department Susan Brown - Permits /Code Compliance Department Wayne Olson - City Attorney Linda Royster briefed the Committee on information addressed in her handout. Current and anticipated construction was addressed. A short discussion, centering on the Shady Creek East project, followed after Chairman Gray suggested that the potential of this project be addressed in the future. Ted Rowe addressed the Committee on the subject of future spending, during which time he advised that a portion of the economic development funds, received from an increase in Sales Tax, could be utilized. The Committee inquired as to whether there is an adequate water supply to support future construction and they were advised that there are no problems anticipated in the immediate future. Overhead water storage will be required in the not- to- distant future and a few of the possible sites were discussed. Mr. Rowe also addressed some of the water savings programs that have been implemented and stated that water fees had been increased but that Taxes had remained stable. Mr. Warner advised that he thought the Impact Fees were too low. The Committee requested that Staff provide a long range plan, at the July meeting, which would indicate the dollars available vs. current and future monetary obligations. The Committee was also of the opinion that the City Council's thoughts and ideas, relating to future needs, should be acquired and addressed at the July meeting. With no additional business to discuss, Chairman Gray adjourned the quarterly Impact Fee Committee Meeting at 7:24 p.m. APPROVE p. 538
