04.16.1992 IFC Minutes( Page 382 MINUTES OF IMPACT FEE ADVISORY COMMITTEE - APRIL 16, 1992 COMMUNITY CENTER Chairperson Mary Salinas called the workshop to order at 8:30 PM, Members present were Jauuo Brimer, Joe Mouiz/ Mary Salinas and Chuck Shytles, Roger Hurlbut arrived at 9:00 PM. Members absent were Glynn Cavaaos, Dill Cromer, Melinda Bsoo, Cliff Hallmark and Wayne Winters. Staff in attendance were Ted Bowe and Kathy Turner. ITEM iNO. l - Impact Fee Advisory Committee Review of Impact Fees for Past year. Mr. Rowe replied it is required that the Impact Fee Committee review the status of the impact fee activity every six months. It has been a year since the impact fees were adopted. There was no meeting six months ego because there are no fees collected and nothing to review. Since then, there have been a few collections. To date there has been no expenditures. Mr. Rowe did not have an exact fee collected but stated it was several thousand dollars. Most of it comes from water taps. Collecting $12.00 per resident for sewer fees does not provide a very high dollar amount in the sewer impact fee account. Dr. Sbytleo questioned if the City of Fort Worth has pas ed their fees. Mr. Rowe replied yes and that we have their operating guidelines on how to collect their fees if and when we become liable to collect tbem. The city hasn't signed any contracts with Fort Worth because Fort Worth hasn't resolved what to do with our relationship with the City of Arlington since Kennedale^o sewer goes into Arlington's sewer system, The city has a contract with Fort Worth on the water but there isn't a book-up. Mr. Muniz questioned if the money collected on fees could be used for a study on water supply for a pump station. Mr. Rowe replied no because it wasn't on the list approved for fee use. Mr. Mouiz asked if the list could be changed, and Mr. Rowe said yes but it would require the fees to be recomputed. Mr. Muoiz then suggested that City Council consider looking into a water treatment plant for Beuuedale. Mr. Rowe stated that he sees a problem with our water supply. Coming from the north and moving this way is a salty contaminant in the trinity sands, and it's Moving this way slowly. One of these days it is going to effect our water supply. Trinity water supplies our deep wells and anything in access of 200 gallons per minutes comes from these wells. Dalwnrtbiogtou Gardens and Pantego cannot drill a well because their soil is already contaminated, This 1s how close it is to us. Looking to the northeast where Mr. Sbyt1es lives, we are not even sure if we could drill a well there. The State is following this very closely. They are looking at all cities like Kemnednle in the metroplex area where surface water is available and making cities get off of it/ but before they do, they will have to redistribute water rights to the lakes. Mr' Sbytleo said he is a member of the North Texas Water Well Association and he could assure us that our sub surface water is limited, very limited. They have known this for many years and that our only hope for water, fresh water is surface water and that is our lakes. Page 383 Mr. Sbytles suggested Evermao, Pautego, Forest Hill and Kennedale go together and form a operation where they could put-in a filtration plant and not have to rely on other cities. Mr. Muoir made a motion to submit a report to City Council for approval of funds to make application for a grant for a water treatment plant. Second by Janna 8rimer, Motion carried unanimously. Mr. Rowe briefed on Food Lion going in on North Little School Road inside the Arlington City Limits. The store butts up to our street, Little School Road. This is going to change the traffic pattern on that end of the city, and there is going to be some problems in that area. The store is in Arlington and there is no provision in the state law for one city getting impact fees from another city. If you do your impact s-Ludies for streets then (Arlington charges impact fees for streets) based on the impact they have on all the streets in a three mile radius. You have to have a traffic study done before you can have fees charged for impact fees for streets. Because we do not have an impact fee study - we cannot charge them even if they were in the City of Kennedale. Legally we couldn't charge them for what they would do to the traffic at that intersection. Mrs. Salinas questioned the fact that P&7. discussed a traffic study. Mr. Rowe replied that P&?. did but initially that was one of the subjects we could have done and the Council elected not to do it because it had a much higher coot than the one that we did. Mr. Rowe coordinated with Food Lion and got them to donate $18,000 to the City of Kennedale for their impact for the traffic in that area which he thinks he can put together with a request to Arlington for a traffic signal at that location, and suggest Arlington pay the other half since most of the traffic will be generated from Arlington. The point is for any other development that Kennedale receives we cannot charge any impact fees for the traffic that will be generated until we have a traffic study. Mr. Hurlbut moved that P&Z advise the City Council to commission a study so we can get result to see et can be done for traffic impact fees. Second by Janna 8rimer. Motion carried.
