IMPACT FEE COMMITTEE MEETING

Chairman Conroy called the Kennedale Impact Fee Committee Meeting to order at 7:08 p.m.
Committee Members present: Chairman David Conroy, Bryan Lankhorst, Jerry Miller, Cody Rodden
and Ralph Warner, Glynn Cavasos, Chuck Shydes and Wayne Winters were absent.
City Staff present: Ted Rowe - City Administrator, Michael Box - Director of Development &
Enforcement, Linda Royster - Director of Billing, Mort Wetterling - Permits /Code Enforcement
Department and Susan Brown - Planning and Zoning Secretary.
Messrs. Eddie and Derrick Cheatham, of Cheatham and Associated, addressed the Commission and gave
a very extensive and thorough presentation of the recently completed Water System Analysis. This study
addressed the present and future projection of the water supply and storage for the City. The topics
discussed were Population Projections, Basic- Water Supply, Operational, Emergency and Elevated
Storage. There was a lengthy discussion on the location for water storage sites with the FWT, Inc. area to
the north and the Treepoint/Sublett area to the East being looped with the existing elevated storage. Also
discussed was the looping of water lines, the pros and cons on drilling for water or purchasing water from
neighboring cities and the projected time frame on drilling for new wells.
Linda Royster and Michael Box gave an overhead presentation on total Impact and Sewer Fees collected
and projection of future Fees. Discussion followed regarding FWT, Inc. well site with storage, looping
water /sewer lines and the minimum acreage required for well sites. It was also discussed that now was the
time to acquire the sites for the wells.
Because of the estimated costs of the anticipated improvements to the water system that are reflected in
the impact fee study, the current rates appear to be less than desired. The present impact fee ordinance
sets the 3/4 inch meter fee at $400 even though the maximum fee could be as high as $937.50. This is a
rate of 42.67% of the maximum for all meter sizes. A rate of 53.33 %, or $500 for the 3/4 inch meter
would allow more of the costs associated with growth to be paid by development which causes the growth
rather than by the current citizens. It was the consensus of the committee to recommend to the City
Council that water impact fees be increased to the 53.33% level. Sewer impact fees should remain at the
current level of $12.00 for a 3/4 inch water meter because the current rate is the maximum as computed in
the impact fee study.
With no additional business to discuss, Chairman Conroy adjourned the quarterly Impact Fee Committee
Meeting at 8:24 p.m.
