11.19.1999 PZ MinutesPg. 670 CITY OF KENNEDALE MINUTES OF PLANNING AND ZONING COMMISSION REGULAR MEETING 19 NOVEMBER 1999 — 7:00 P.M. COMMUNITY CENTER Chairman Conroy called the meeting to order at 7:01 P.M. Commission Members Present: David Conroy, Jerry Miller, Ray Cowan, Brian Johnson, Tiffany Spencer, and Alternate Jody Risinger. Bryan Lankhorst came in late. Richard Jernigan was not in attendance, therefore, Alternate Member, Jody Risinger was asked to move to an active position. City Staff Present: Michael Box, Director of Public Works; Chrissy Knapp, Permit Clerk ITEM NO. 1— Approval of the minutes of the Water Impact Fee Committee meeting and the regularly scheduled meeting of the Planning and Zoning Commission, dated 21 October 1999. Jerry Miller made a motion to accept the Minutes as drafted. Ray Cowan seconded the motion and all Commission Members voted in favor. ITEM NO. 2 — Continued Commission discussion relative to the drafting/formulation of the City's Sign Ordinance. Tiffany Spencer distributed information and proceeded to explain the contents. She then stated that the purpose for the Sign Ordinance should be to regulate the types of signs and not the content. After discussion among Commission Members relative to the parts of the Ordinance that need work, Commission Members moved to continue discussion of the Sign Ordinance at the next regularly scheduled meeting. DISCUSSION Michael Box briefed Commission Members on the status and procedure for the digging of the new well and then briefly discussed the status of the Little School Road widening project. He also informed Commission Members about the Christmas Tree Lighting and the Trout that will be put in the City Park. Jerry Miller then briefly touched on the subject of Sub Division Screening Walls and whether or not one would be required for the Country Estates Sub Division. He then requested information from City Staff regarding that subject. ADJOURN With nothing further to discuss, Brian Johnson made a motion to adjourn the meeting at 7:40 P.M.
