MINUTES OF
PLANNING AND ZONING COMMISSION
REGULAR MEETING
21 OCTOBER 1999 — 7:00 P.M.
COMMUNITY CENTER
Chairman Conroy called the meeting to order at 7:16 P.M.
Commission Members Present: David Conroy, Jerry Miller, and Bryan Lankhorst. Ray Cowan, Brian
Johnson, Richard Jernigan, Tiffany Spencer, and Alternate Jody Risinger were not in attendance.
City Staff Present: Mort Wetterling, Planning/Code Enforcement Department; Chrissy Knapp, Permit

ITEM NO. 1— Approval of the Minutes of 3 Public Hearings and the regularly scheduled meeting of the
Planning and Zoning Commission, dated 16 September 1999,
Bryan Lankhorst made a motion to accept the Minutes as drafted. Jerry Miller seconded the motion and all
Commission Members voted in favor,
ITEIvi NO. 2 — City Council has requested that the applicant, Mr. Omar Elhamad, be afforded a second
opportunity to address the Commission regarding his request for a change of zoning classification from the
current "R -1" (Single Family Residential) to that of "C -2" (General Commercial).
Mr. Elhamad addressed the Commission regarding the property in question. He stated that he would like to
have a "Commercial" zoning classification due to the fact that he cannot do anything with the property until
it is rezoned. Chairman Conroy then explained the difference between a "C -1" (Restricted Commercial)
zoning classification and "C -2" (General Commercial) zoning classification. He then briefed Commission
Members on the location of the property in question and the surrounding areas. Chairman Conroy stated
that "C -2" (General Commercial) would be a reasonable zoning classification for this property. Mr.
Wetterling then briefed Commission Members and Mr. Elhamad on the revision of the City's Master Land
Use Plan and stated that the property in question and surrounding areas are projected to have a "C -2"
(General Commercial) zoning classification. With no additional comments, Bryan Lankhorst made a
motion to approve a change of zoning from "R -1" to "C -2." Jerry Miller seconded the motion and all
Commission Members voted in favor.
ITEM NO. 3 — Continued Commission discussion relative to the drafting/formulation of the City's Sign
Ordinance.
Due to the lack of attendance of Commission Members, Chairman Conroy tabled discussion of the Sign
Ordinance until the next regularly scheduled meeting of the Planning and Zoning Commission.
DISCUSSION
Mr, Wetterling briefed Commission Members on the situation at the Shady Creek East Sub Division. He
explained the reason for the moratorium on Building Permit issuance on Shady Creek Drive due to the
Developer's lack of construction on the Sub Division screening wall. He then explained that a "Builder"
that has purchased two (2) lots in the Shady Creek East Sub Division, stated that he would build the
required screening wall if necessary. Mr. Wetterling then gave a short explanation about what is happening
as far as new subdivisions in the Kennedale area and the Arlington area, focusing mainly on Arlington's
proposed Georgetown, Phase IV, which abuts to the city limits of Kennedale.

DISCUSSION
With nothing further to discuss or comment on, Bryan Lankhorst made a motion to adjourn the meeting at
8:10 P.M, Jerry Miller seconded the motion and all Commission Members were in favor.
