Chairman Conroy called the meeting to order at 7:06 P.M.
Connnission Members Present: David Conroy, Ray Cowan, Jerry Miller, Tiffany Spencer, Brian Johnson,
and Bryan Lankhorst. Richard Jernigan and Alternate Jody Risinger were not in attendance.
City Staff Present: Mort Wetterhing, Piaining_Department; Chrissy Knapp, Permit Clerk
PUBLIC HEARING NO. 1 — The Planning and Zoning Commission will receive citizen comments
relative to consideration of a request to amend the City Code Schedule of Uses (Section 17 -421) to include
the utilization of a tent to conduct religious services and - church meetings. Marvin E. Raines has submitted
said request. If the requested use is approved, the Planning and Zoning Connnission will be required to
assign the appropriate zoning classifications in which said use can take place.
No citizens were present to speak on the case. The Public Hearing was closed at 8 :06 P.M.
PUBLIC NEARING NO. 2 — The Planning and Zoning Commission will receive citizen comments
relative to consideration of a request for a zoning change from the current "R -i" (Single Family
Residential) to that of "C -2" (General Commercial). The property is located at 320 South Dick Price Road
and is described as being Tracts 54A3 and 54A3A of Abstract 1375 in the Shelby County School Land
Survey. The applicant is Omar Ethamad.
No citizens were present to speak on the case. The Public Hearing was closed at 8:07 P.M.
PUBLIC BEARING NO. 3 — The Planning and Zoning Commission will receive citizen comments
relative to consideration of a request for a change of zoning classification from the current "R -1" (Single
Family Residential) to that of "R -3" (Single Family Residential). The property, consisting of 62.156 acres,
is identified as Tract 2 and 2C of Abstract 1075 in the E R MINGUS SURVEY. The applicant is Mr. O.V.
DiSciullo, managing partner of VLS Partners, the proposed developers of the planned Creekside Park at
Georgetown Sub Division.
Mr. DiSeiuilo, of VLS Partners, addressed Commission Members and citizens with explanations of some of
the specifics of the proposed Creekside Park at Georgetown Sub Division. Some of the items discussed
concerned lot size, home size, and home value.
Mr. Darrell Erwin of 1016 Colonial Court, Kennedale, voiced his concerns with the drainage problem on
Colonial Court and how the proposed Creekside Park at Georgetown Sub Division will affect the problem.
He also expressed concern with ingress /egress for this Sub Division.
Mr. John J. Allevato of 1015 Colonial Court, Kemiedale, also expressed concern for how the proposed sub
division will affect the already existing drainage problem on Colonial Court. He also voiced concern with
how his property value may decrease with having a sub division, with smaller lots, behind his property.
Mr. Al Leeds, President of Georgetown's Homeowner's Association, of 6805 Mt. Vernon Court, Arlington,
expressed his concern with the ingress /egress for the proposed Creekside Park at Georgetown Sub Division.
With no further citizen comments to hear regarding the case, the Public Hearing was closed at 8:05 P.M.

Chairman Conroy called the meeting to order at 8:07 P.M.
Commission Members Present: David Conroy, Ray Cowan, Jerry Miller, Tiffany Spencer, Brian Johnson,
and Bryan Lankhorst. Richard Jernigan and Alternate Jody Risinger were not in attendance.
City Staff Present: Mort Wetterling, Planning Department; Chrissy Knapp, Permit Clerk
ITEM NO. 1— Approval of the minutes of the Regular Meeting of the Planning and Zoning Commission
of 19 August -1999.
Jerry Miller made a motion to accept the Minutes as drafted. Ray Cowan seconded the motion and all
Commission Members voted in favor.
ITEM NO. 2 — Consideration of a request to amend the City Code Schedule of Uses (Section 17 -421) to
include the utilization of a tent to conduct religious services and church meetings. The request was
submitted by Mr. Marvin E. Raines. If the requested use is added to the Schedule of Uses, the Commission
must then assign the appropriate zoning classifications relating to same and forward for final action by the
City Council.
After a brief discussionnong Commission Members, Brian Johnson made a motion to deny the request to
add the utilization of a tent, for religious purposes, to the -City Code Schedule of Uses. Jerry Miller
seconded the motion and all Commission Members voted in favor.
ITEM NO. 3 — Consideration of a request for a change of zoning classification for property located at 320
South Dick Price Road, identified as being Tracts 54A3 and 54A3A of Abstract 1375 in the Shelby County
School Land Survey. The applicant, Mr. Omar Eihamad, requests a zone change from the current "R -1"
(Single Family Residential) to that of "C -2" (General Commercial).
After a brief discussion among Commission Members, Jerry Miller made a motion to deny the request for a
change of zoning. Ray Cowan seconded the motion and all Commission Members voted in favor.
ITEM NO. 4 — Consideration of a request for a change of zoning classification for 62.156 acres of land,
identified as Tracts 2 and 2C of Abstract 1075 in the E R INfaIGUS SURVEY. The applicant, Mr. O.V.
DiSciullo, managing partner of VLS Partners, is requesting a change from the currently "R -1" (Single
Family Residential) to that of "R -3" (Single Family Residential). VLS Partners are the proposed
developers of the planned Creekside Park at Georgetown Sub Division, which will be contiguous to Village
Creek Stream #3 east of the former Kennedale High School location.
Commission Members had a brief discussion among - themselves concerning density, drainage, and
ingress /egress for the proposed Creekside Park at Georgetown Sub Division, After Commission discussion
relating to these items, Tiffany Spencer made a motion to deny the request for zoning. Bryan Lankhorst
seconded the motion. The motion passed with at 3 to 2 vote with Tiffany Spencer, Bryan Lankhorst, and
Ray Cowan voting in favor of denying the request and Jerry Miller and Brian Johnson voting against
denying the request,

ITEM NO. 5 — Resumption of Commission discussion relative to formulating a Sign Ordinance.
Chairman Conroy stated that discussion of the Sign Ordinance would be continued at the next regularly
scheduled meeting of 15 October 1999.
DISCUSSION
Mr. Wetter ling gave Chairman Conroy an envelope that was left for him at City Hall. Chairman Conroy
advised that the contents would need to be submitted as an agenda item. Commission Members then had a
brief discussion concerning the drainage problems in Shady Creek.
ADJOURN
Brian Johnson made a motion to adjourn at 8:57 P.M. Tiffany Spencer seconded the motion and all
Commission Members voted in favor.
