06.17.1999 PZ MinutesPg. 654 CITY OF KENNEDALE MINUTES OF PLANNING AND ZONING COMMISSION PUBLIC HEARING 17 JUNE 1999 — 7:00 P.M. COMMUNITY CENTER Jerry Miller called the meeting to order at 7:03 P.M. Commission Members Present: Tiffany Spencer, Bryan Lankhorst, Jerry Miller, Ray Cowan, Richard Jernigan, and Alternate Jody Risinger. David Conroy and Brian Johnson were unable to attend, therefore Jody Risinger was asked to move to an active position. City Staff Present: Ted Rowe, City Manager, Michael Box, Director of Development and Enforcement, and Chrissy Knapp, Permit Clerk PUBLIC HEARING NO. 1— Planning and Zoning Commission to hear citizens' comments relative to the request for a change of zoning classification for approximately 78.69 acres of land for the proposed Berkshire Addition, located between Swiney Hiett Road and Eden Road in Kennedale, Texas, The applicant is Jerry Jordan and the requested zone change is from "AG" (Agriculture) to that of "PD" (Planned Development). Ted Rowe addressed Commission Members and citizens about Berkshire Addition legal technicalities that were recently encountered. He then asked that Commission Members recess the rezoning case until the next meeting, scheduled 15 July 1999. Motion to recess the Public Hearing was made by Jerry Miller, seconded by Tiffany Spencer. Motion passed unanimously. COMMUNITY CENTER Jerry Miller called the meeting to order at 7:10 P.M. Commission Members Present: Jerry Miller, Ray Cowan, Bryan Lankhorst, Richard Jernigan, Tiffany Spencer, and Alternate Jody Risinger. David Conroy and Brian Johnson were not in attendance, therefore Jody Risinger was asked to move to an acting position. City Staff Present: Ted Rowe, City Manager, Michael Box, Director of Development and Enforcement, and Chrissy Knapp, Permit Clerk ITEM NO. 1 — Approval of the minutes of the regularly scheduled meeting of the Planning and Zoning Commission, dated 20 May 1999. Ray Cowan made a motion to accept the minutes after adding Richard Jernigan to the absentee list. Tiffany Spencer seconded that motion and all Commission Members voted in favor. ITEM NO. 2 — Consideration of a request to change the zoning from "AG" to "PD" for approximately 78.69 acres of land for the proposed Berkshire Addition (located between Swiney Hiett Road and Eden Road). Applicant is Jerry Jordan. Tiffany Spencer made a motion to table discussion of this case until the 15 July 1999 meeting due to the legal technicalities that have been encountered. Richard Jernigan seconded the motion and all voted m favor. ITEM NO. 3 — Restunption of Commission discussion regarding the formulation and drafting of a Sign Ordinance. Tiffany Spencer asked that the discussion of the Sign Ordinance be postponed until after she can compare some information with David Conroy. The discussion will continue at the next regularly scheduled meeting on 15 July 1999. DISCUSSION Ted Rowe advised Commission Members of the corrected setback requirements in the "Schedule of District Regulations." He also briefed members of the progress of updating the City's "Master Land Use Plan." Jerry Miller discussed current setback and building requirements for accessory buildings with other Commission Members. He also requested accessory building requirement information for other cities from City Staff. Ted Rowe gave a short briefing concerning water supply and sewage system availability for new developments and also newly annexed areas of the City. He also explained about the cleaning up of the newly annexed areas, concentrating more on the Oak Crest Addition and scheduling a "Clean -Up Day" for that area. Michael Box then discussed, in brief, the upcoming party /concert to take place the following weekend at the City Park Pg. 656 ADJOURN Richard Jernigan made a notion to adjourn at 7:35 P.M. Jody Risinger seconded the motion and all Commission Members voted in favor.
