MINUTES OF
PLANNING AND ZONING COMMISSION
REGULAR MEETING
20 MAY 1999 — 7:00 P.M.
COMMUNITY CENTER
Chairman Conroy called the meeting to order at 7:04 P.M.
Commission Members Present: Brian Johnson, Ray Cowan, Jerry Miller, and David Conroy. Bryan
Lankhorst, Tiffany Spencer, Richard Jernigan, and Alternate Jody Risinger were not in attendance.
City Staff Present: Mort Wetterling, Code Enforcement Officer
ITEM NO. 1 — Approval of the minutes of the regularly scheduled meeting of the Planning and Zoning
Commission and Water Impact Fee Committee meeting, dated 15 April 1999.
Ray Cowan made a notion to accept the minutes as drafted. Brian Johnson seconded the motion and all
Commission Members voted in favor.
ITEM NO. 2 — Commission Members to receive a briefing on a Concept Plan relative to a proposed
development of portions of Tracts 2, 2C, and 2F in Abstract 1075. The briefing to be presented by Mr.
Rusty DeSciullo, P.E.
Mr. DeSciullo, The Managing Partner, of the development entity submitting the plan, distributed a revised
draft of the proposed Oak Hill Sub Division, and then addressed the Commission, relative to the following
subject matter:
Sub Division to consist of 63 acres
Estimated total number of hornesites — 184
Lots per acre — approx. 2.95
Will seek an "R -3" Zoning classification
Average lot size — 70' x 125'
Approximately 40 Lots in Phase I
Estimated price range of hones - $150,000 to $200,000
Additionally, Mr, DiSciullo addressed drainage from Georgetown (Arlington) through the proposed Oak
Hill Sub Division and that a sizeable amount of Floodway/Floodplain lies within the area to be developed.
Some Lots will be approximately 100 ft. from the center of the creek. Commission Members expressed
concern relative to the requirement for a dual ingress /egress for the Sub Division and advised that an
extension of Pennsylvania Avenue would satisfy that concern. Mr. DiSciullo stated that another proposed
Sub Division, directly to the east of Oak Hill, was being presented to the City of Arlington and that upon
receipt of approval, Pennsylvania Avenue would be extended by that entity, however, he would not venture
a guess as to how soon that would take place. The Commission advised Mr. DiSciullo that he might be
limited to the number of homesites to be developed until such time as Pennsylvania Avenue could become
connected to the Oak Hill project in that the street in Georgetown (Arlington) that would serve as a second
ingress /egress to Bowman Springs Road, is not a collector street, designed to handle a large volume of
traffic. Mr. DiSciullo responded by stating that he would require the ability to develop at least three phases
(approx. 120 Lots) before having to ensure connection with Pennsylvania Avenue. The Concept Plan,
except for the ingress /egress issue, generally met with Commission approval.

Commission Members discussed, very briefly, the Legal Counsel's response to review of the Staff's draft
of a proposed Sign Ordinance. Chairman Conroy advised that he had formulated a listing of thoughts,
relative to the Sign Ordinance, which addressed pole signs, sign heights, collector street signs, setbacks and
R -O -W encroachments, monument signs, sign lighting, message and marquee signs, and advertising on
score boards. Chairman Conroy added that he would provide each Commission Member with a printed
listing of that material at, or before, the next regularly scheduled meeting in June.
Jerry Miller briefly advised of his contention that detached garages /workshops should blend with the
character of the house itself. It was agreed that the subject would be reviewed at the next meeting.

Brian Johnson make a motion to adjourn at 8:41 P.M. which was seconded by Ray Cowan. All members
voted in favor.
