PLANNING AND ZONING COMMISSION
PUBLIC HEARING
18 MAY 2000

Chairman Miller called the Public Hearing to order at 7:00 P.M.
Commission Members Present: Jerry Miller, Brian Johnson, Jody Risinger, and Ray Cowan. Tiffany
Spencer arrived late and Bryan Lankhorst was not in attendance.
City Staff Present: Mort Wetterling, Code Enforcement/Planning Department; Chrissy Knapp, Permit

PUBLIC HEARING NO. 1— The Planning and Zoning Commission will hear citizen's comments relative
to a four family request to re -zone 14.79 acres of land along Little School Road from "R -2" (Single Family
Residential) to that of "AG" (Agriculture).
Mr. Robert Mundy of 712 Shady Creek Drive, Kennedale, Texas, addressed the Commission stating that
the application for the zone change should be disapproved.
Mr. Gary Hardin of 714 Shady Creek Drive, Kennedale, Texas, addressed the Commission stating that the
application for the zone change should be disapproved.
Ms. Cathy Moore of 710 Shady Creek Drive, Kennedale, Texas, addressed the Commission stating that the
application for the zone change should be disapproved.
Mr. Bob Byrd of 708 Shady Creek Drive, Kennedale, Texas, addressed the Commission stating that the
application for the zone change should be disapproved,
Mr. Gary Mitchell of 909 Little School Road, Kennedale, Texas, addressed the Commission stating that the
zone change application should be approved.
Ms. Christine Mitchell of 909 Little School Road, Kennedale, Texas, addressed the Commission stating
that the zone change application should be approved.
Chairman Miller closed the Public Hearing at 7:19 P.M.

WORKSHOP — 6:45 P.M.
The Planning and Zoning Commission will discuss and appoint a member for the duties of Chairman.
After discussion among Commission Members, Jerry Miller was unanimously appointed Chairman of the
Planning and Zoning Commission.
The Workshop was closed at 6:56 P.M.
REGULAR MEETING
Chairman Miller called the meeting to order at 7:20 P.M.
Commission Members Present: Jerry Miller, Brian Johnson, Jody Risinger, Ray Cowan, and Tiffany
Spencer. Bryan Lankhorst was not in attendance.
City Staff Present: Mort Wetterling, Code Enforcement/Planning Department; Chrissy Knapp, Permit

ITEM NO. 1 — Approval of the minutes of the Water Impact Fee Committee Meeting, Public Hearings,
and the regularly scheduled meeting of the Planning and Zoning Commission, dated 20 April 2000.
Brian Johnson made a motion to approve the minutes as drafted. Jody Risinger seconded the motion and
all Commission Members voted in favor.
ITEM NO. 2 — Commission consideration of a four family request to re -zone 14.79 acres of land from the
current zoning of "R -2" (Single Family Residential) to that of "AG" (Agriculture).
After very brief discussion among Commission Members, Jody Risinger made a motion to recommend
denial of the re-zoning application. Tiffany Spencer seconded the motion, Brian Johnson voted in favor
and Ray Cowan abstained.
ITEM NO. 3 — Staff will provide the Commission with a short briefing relative to the means by which the
Re- Zoning of some 1,000 plus acres of recently annexed territory will be accomplished.
Mr. Wetterling explained that all recently annexed territory, as well as all current "PD" zoning districts are
targeted for rezoning. He then explained the process and procedures that will be used to accomplish this
task. Commission Members then decided to schedule a workshop for Wednesday, 31 May 2000 at 6:30
P.M. in the Police Department Conference Room.
ITEM NO. 4 — Staff Comments: In addition to matters specifically listed below, staff comments may
include updates on ongoing or proposed projects related to their department and may address posted agenda
items.

Mr. Wetterling briefed Commission Members on the proposed Wal -Mart in Arlington that borders
Kennedale. He then went on to explain the chain of events that took place at the Arlington Planning and
Zoning Commisson Public Hearing of the previous night
ADJOURN
With nothing further to discuss, Brian Johnson made a motion to adjourn. Ray Cowan seconded the motion
and all Commission Members voted in favor. The meeting was adjourned at 8 :34 P.M.
