MINUTES OF
PLANNING AND ZONING COMMISSION
REGULAR MEETING
16 MARCH 2000
COMMUNITY CENTER
Chairman Conroy called the meeting to order at 7:03 P.M.
Commission Members Present: David Conroy, Jerry Miller, Bryan Lankhorst, Tiffany Spencer, and Jody
Risinger. Ray Cowan and Brian Johnson were not in attendance.
City Staff Present: Ted Rowe, City Manager; Mort Wetterling, Planning/Code Enforcement Department;
Chrissy Knapp, Permit Clerk
ITEM NO. 1— Approval of the minutes of the following meetings:
Workshop — 25 January 2000
Special Meeting —1 February 2000
Public Hearing and Regular Meeting — 17 February 2000
Jerry Miller made a motion to accept the minutes of the listed meetings. Jody Risinger seconded the
motion and all Commission Members voted in favor.
ITEM NO. 2 — Mr. O.V. DiSciullo of VLS Partners will address the Commission to resubmit his request
for two (2) Variances that were disapproved at the 17 February 2000 regular meeting of the Planning and
Zoning Couurussion.
Ted Rowe briefly explained Mr. DiSciullo's need for the Variances and addressed that granting the
Variances, rather than denying them, would better benefit The City. Mr, DiSciullo then addressed the
Commission with his reasoning for requesting the Variances. After brief discussion among Commission
Members, Bryan Lankhorst made a motion to recommend that City Council approve the Variances. Jody
Risinger seconded, and the motion was passed with a 3 to 1 vote with Jerry Miller being abstained.
ITEM NO. 3 — Commission discussion regarding the need for more detailed information on accessory
building construction.
Commission Members agreed to schedule a Public Hearing for 20 April 2000 in order to amend Section 17-
405.D (i) of the City Code to read as follows: "Accessory buildings, in residential zoning classifications,
are those structures that are subordinate to the main residence, on the same lot. Accessory buildings
include detached garages, bathhouses, greenhouses, bomb /fallout shelters, and barns. Storage buildings
that contain more than 175 square feet of space are included in this category. Accessory buildings shall be
located at least five feet from the main structure, eight feet from the side lot line, and eight feet from the
rear lot line. An accessory building shall not be placed in the required front yard, side yard, public utility
easement, or drainage easement. Accessory buildings shall be of new construction, have exterior walls
made of wood or masonry material, and be architecturally compatible to the main residence. Steel or metal
accessory buildings are prohibited in the residential zoning classifications."
ITEM NO. 4 — Commission discussion relative to modification and clarification of Section 355 of
Kennedale's Subdivision Ordinance.
Commission Members agreed to schedule a Public Hearing for 20 April 2000 in order to amend Section
355, paragraphs A. and C., of The City's Subdivision Ordinance to read as follows:

A. The Developer of any lot located in a newly platted residential subdivision, or re- subdivision of
existing residential lots, adjacent to a collector street, or larger, as shown on the prevailing Master
Thoroughfare Plan, shall be required to construct a screening wall along and adjacent to said collector
street consisting of brick columns with connecting panels of brick, stone, concrete, fired masonry, or
exposed aggregate tilt -wall construction. However, a Replat of an existing one lot residential
subdivision on any street is exempt.
B. The masonry or concrete screening wall shall be constructed in accordance with the standards and
specifications contained in the Design Manual. Any combination of masonry and landscaping at street
intersections, or entrances to subdivisions, shall be considered as acceptable materials. No masonry or
concrete screening wall, or its foundation, shall be constructed within the right -of -way.

With no further questions or discussion, Jody Risinger made a motion to adjourn the meeting. Tiffany
Spencer seconded the motion and all Connnission Members voted in favor. The meeting was adjourned at
8 :10 P.M.
