01.25.2000 PZ MinutesPg. 674 CITY OF KENNEDALE MINUTES OF PLANNING AND ZONING COMMISSION PUBLIC HEARING 20 JANUARY 2000 COMMUNITY CENTER Chairman Conroy called the Public Hearing to order at 7:10 P.M. Commission Members Present: David Conroy, Jerry Miller, Ray Cowan, Bryan Lankhorst, Brian Johnson, and Jody Risinger. Tiffany Spencer was not in attendance. City Staff Present: Ted Rowe, City Manager; Mort Wetterling, Plamung/Code Enforcement Department; Chrissy Knapp, Permit Clerk PUBLIC HEARING NO. 1— The Planning and Zoning Commission will hear citizen's comments relative to the adoption of a revised Comprehensive Thoroughfare and Land Use Plan for the City of Kennedale, Texas. Mr, Barry Hudson, representing Municipal Planning Resources Group, gave a brief presentation to Commission Members and citizens relative to the formulation process of a Comprehensive Thoroughfare and Land Use Plan. He then gave a brief explanation of the process for implementation of the new Plan using examples such as plamung, subdivision platting, annexation, special studies, and public investment. Residents of Danny Drive; Opal Boe of 4320 Danny Drive, Jacqueline Skaggs of 4125 Danny Drive, Verna Jones of 4140 Danny Drive, Paulette Thuring of 4140 Danny Drive, Jan and Sam Boe of 4340 Danny Drive, and Betty Wells of 4345 Danny Drive, all were in attendance for the Public Hearing. All citizens addressed Commission Members with questions concerning water, fire protection, and future zoning for Danny Drive. There were no questions or comments relative to the adoption of the revised Comprehensive Thoroughfare and Land Use Plan, therefore, the Public Hearing was closed at 8:35 P.M. Conunission Members Present: David Conroy, Jerry Miller, Ray Cowan, Bryan Lankhorst, Brian Johnson, and Jody Risinger, Tiffany Spencer was not in attendance. City Staff Present: Ted Rowe, City Manager; Mort Wetterling, Planning/Code Enforcement Department; Chrissy Knapp, Permit Clerk ITEM NO. 1 — Approval of the minutes of the regularly scheduled meeting of the Planning and Zoning Commission, dated 16 December 1999. Jerry Miller made a motion to accept the minutes as drafted. Brian Johnson seconded the motion and all Commission Members voted in favor. ITEM NO. 2 — Commission review and consideration for adoption of a revised Comprehensive Thoroughfare and Land Use Plan for the City of Kennedale, Texas. Commission Members had a somewhat lengthy discussion regarding the proposed high density residential depicted on the revised Comprehensive Land Use Plan. All Members seemed to agree that there should be a feeling of "openness" in the City of Kennedale. City Staff explained that those problems -would be addressed as Zoning issues. They also expressed displeasure with some of the landscape requirements, as well as some of the screening wall requirements. All Conunission Members, except Bryan Lankhorst and Jerry Miller, were in agreement to make the racetracks and speedway a positive attraction for The City. Chairman Conroy advised Commission Members that a workshop would be scheduled for 25 January 2000 at 7 :00 P.M. in -the Community Center, for further discussion of the revised Comprehensive Thoroughfare and Land Use Plan. ITEM NO. 3 — Continued Commission discussion relative to the drafting/formulation of the City's Sign Ordinance. There was no discussion on this item. Commission Members did not table Sign Ordinance discussion, therefore, this item will not appear on the Agenda for the next regularly scheduled meeting of the Planning and Zoning Commission on 17 February 2000. DISCUSSION Ted Rowe distributed and explained the copies of the revised Sexually Oriented Business Ordinance and the revised Zoning Ordinance. Mr. Rowe advised that these revised Ordinances should be scheduled for a Public Hearing at the time of the regularly scheduled Planning and Zoning Conunission Meeting of 17 February 2000. Chairman Conroy advised Commission Members that discussion of these revised Ordinances would take place during the Workshop, scheduled for 25 January 2000. ADJOURN With no further discussion, Brian Johnson made a motion to adjourn the meeting at 10 :00 P.M. Ray Cowan seconded the notion and all Commission Members voted in favor. KENNEDALE POLICE DEPARTMENT Chairman Conroy called the Workshop to order at 7:19 P.M. Commission Members Present: David Conroy, Ray Cowan, Brian Johnson, Bryan Lankhorst, Jody Risinger, and Jerry Miller. Tiffany Spencer was not in attendance. City Staff Present: Ted Rowe, City Manager; Mort Wetterling, Code Enforcement Department ITEM NO. 1 — Review and discussion of the Proposed Changes to the Sexually Oriented Business (S.O.B.) Ordinance. The Commission in little discussion and almost immediately Brian Johnson made a motion to schedule a Public Hearing for 17 February 2000, at which time citizen comments could be heard, after which the document will be forwarded on for City Council consideration. Ray Cowan seconded the motion and all Commission Members voted in favor. ITEM NO. 2 — Review and discussion relative to the Proposed Changes to the Zoning Ordinance. Commission Members reviewed, and discussed, the document for forty -nine (49) minutes during which time, one major change and six minor changes were incorporated after which Brian Johnson made a motion to schedule a Public Hearing for 17 February 2000 during which time citizen comments will be received, after which the document will be forwarded on for Council consideration. Jody Risinger seconded the motion and all Commission Members voted in favor. ITEM NO. 3 — Review and discussion relating to the Revised Thoroughfare and Master Land Use Plan for The City of Kennedale. Staff and Commission Members engaged in a one hour and fifty -seven minute discussion on just the Objective portion of the Plan during which time, eleven major and eight minor modifications were debated and recommended. At 9:58 P.M., Chairman Conroy closed the Workshop session after Commission Members elected to meet again, in a Workshop environment, at the Police Station, on Tuesday, 1 February 2000 at 7:00 P.M, at which time the remaining portion(s) of the Plan will be discussed and reviewed.
