PLANNING & ZONING COMMISSION
REGULAR MEETING - SEPTEMBER 19, 1991
COMMUNITY CENTER -7;30 PM.
Chairperson, Nary Salinas called the meeting to order at 7:35 PM.
Members present were Jinn Brimer, Melinda Esco, Roger Hurlbut, Joe
Moniz and Marx Salinas. Glynn Cavasos, Bill Cromer and Cliff
Hallmark were absent.
Stall present were Ted Rowe and Kathy Turner.
ITEM NO. 1 - Approval of Minutes dated August
, 1991.
Janna Brimer made a motion to accept the oinutes as submitted,
second by Joe Moniz. Notion carried.
ITEM NO 2 - Consideration of House Lo be Moved into City Limits
on Kennedale Sublett Road, Requested by Hr. John Watson
Mr. John Watson stated that he had a house located on Park Springs
in Arlington which is sitting on a piece of land that is going to
be developed. Mr. Watson would like to move the house in Kennedale
on Kennedale 3ublett Road. He stated that he would make his
residence in Kennedale and would remodel the entire house.
Mr. Hurlbut questioned where the driveway was going to be placed?
Mr. Watson replied it was coming off the west side of the property
and up the property line to the house. Mr. Hurlbut asked where the
property was located? Mr. Watson said it is the property next to
the corn field and i2 split into three different tracts with each
tract being 77' wide, and he was buying the property on the far
east, and another 30' strip east al that in the corn field to make
a total width of 107 along Kennedale Sublett Road. The property
is 900' deep.
Mr.
Juo Moniz stated. that the property was going to need to be
replatted before the house could be moved in. Mr. Hurlbut asked if
the area was platted? Mr. Watson replied that it was by metes and
hounds. Mr. Rowe stated that the code requires that the house be
on as platted lot.
Hr. Joe Noniz questioned the dedication for right-of-way along
Kennedale Sublett Road? Mr. Rowe replied that the Master Plan
requires 110' plus or minus, and we placed the four lane according
to Little School Road in the 90' right-of-way which he feels is a
comfortable right-of-way for a four lane :road. Mr. Rowe stated
that ther e has been talk of East Kennedale Sublett being a our
lane road rather than six lanes, and if a 90' right-of-way is
acceptable then we would require a 20' dedication on each side.
Mr. Watson replied that his engineer had made him aware oi that
Mr. Hurlbut questioned sewer options? Mr. Rowe said that Mr.
Watson was real close to two sewer lines. Hr. Watson stated that
he had planned on tapping into the city sewer system and that there
was u sewer line on the edge of his property line. He was going to
set his house 5' from the sewer easement and that Liu' easement is
approximately 7 1/2 foot from his east property 1 ine.

Hr. Hurlbut asked il Mr. Watson's mover had a performance bond.
Hr. Hester stated that he couldn't get a performance bond but he
has his insurance posted at City Hall and is required to have
staLL and county insurance. Mr. Hester stated that most cities
require insurance to 20Q if he has enough liability to cover
damage, and stated the bonds you can get but are real expensive.
P&Z waived the bond issue but does require Mr. Hester to post
insurance with the city along with a copy oi his state license.
Mr. Watson stated he had a letter from his bank with approval of
his loan to guarantee that the house would be fixed up and not left
unattended, and would be completed within J) days hopefully.
Hr. Hurlbut stated he had no other problems with the house moving'
Li but the lot needed to be replatted. Mr. Watson stated he was
pressed for time because the house is sitting where a subdivision
is going in and was hoping to have it moved by the end .of the
week. Hr. Rowe suggested Mr. Watson. replat the property and
present it at a special meeting on the 2bth of September before the
Council meeting and then have Council look at it for final approval.
Junna Brimer made a motion to approve the house move in contingent
upon the land being replatted and the house completed within 90
days.
Roger Hurlbut was concerned with the land not being replatted and
did not feel comfortable with allowing Mr. Watson to move his house
in without the replat. He felt there was no guarantee that Hr.
Watson would replat and finish the house ii he did not finalize the
buying process of the land, and did nut want this on his shoulder.
1h. Hurlbut suggested that Or. Watson replat within one month prior
Lo any issuance of a Certificate of Occupany and if he does not,
then. a Certificate of Occupancy would not be issued.
There being no further discussion, P&Z scheduled a Special Meeting
on September 2h, 1991 at 7:00 P11. to consider Mr. John Watson's
replat at the Sr. Citizen Center. No action was taken on this item.
.LTEI'INO. T1 - General Discussion.
Chairperson, Mary Salinas' presented alternate, Melinda Esco a
plaque for her selection to the Planning & Zoning Commission, and
gave her a warm welcome.
Ted Rowe presented P&Z with a letter stating that someone was
interested in establishing an Adult Entertainment Store inside the
city limits. Mr. Rowe stated that Council was going to draft an
ordinance prohibiting such stores at their next meeting.
There being no further discussion, Janna Brimer moved to adjourn
the meeting at 900 PH. Second by Joe Muni. MotiOn carried.
