04.04.1991 PZ MinutesPage 346 MINUTES OF PLANNING & ZONING COMMISSION - APRIL 4, 1991 WORKSHOP - COMMUNITY CENTER - 7:30 PM Vice -Chairperson, Roger Hurlbut called the workshop to order at 7:45 PM. Members present were Glynn Cavasos, Cliff Hallmark, Roger Hurlbut, Ron Kovach and Joe Moniz. . Mary Salinas arrived at 7:50 P11. Hill Cromer was absent. Staff present was Ted Rowe and Kathy Turner. The purpose of the meeting was to review the overview of Business 287 Overlay District and the proposed ordinance and discuss any changes the P&Z would like to see. Ms. Mary Salinas had a question with the loading dock regulations referring to the Winn-Dixie dock. Mr. Moniz replied that this would not effect Winn-Dixie because it is an existing building, only new businesses would have to comply. Mr. Joe Moniz was concerned with the outside storage and display regulations regarding merchandise for display in the 25'set-back. Mr. Moniz stated the are a lot of businesses who have merchandise for sale in good condition and felt it should be allowed to show (eq., used car sales). Mr. Hurlbut replied that this was covered under parking regulations. Mr. Moniz also addressed display regulations in regards to businesses who move displays out during the day and move them back into the building at night. (eq. Kennedale Auto Cube - has a rack of used tires for sale that they move out during the day and move back in at night) Mr. Moniz is concerned how the city will regulate this. Mr. Moniz also addressed the nonconforming use under screening regulations. He felt that refuse areas ought to be screened only if they are located within a certain amount of feet from the highway, and if it was not visible why should it be screened separately? Mr. Glynn Gavasos inquired about making property owners install a lawn sprinkling system. He felt that they should be able to use a garden hose as long as Lite landscaping area was maintained. Mr. Ron Kovach asked about (3) (d) - Landscaping requirements what is considered proper and regular as far as mowing. He felt this should be defined more specifically. He was also concerned with the pole sign regulations that a business needed 100' of frontage to have a pole sign. Ile didn't think this was fair to smaller businesses whose lots already did not qualify. Mr. Kovach also suggested staggering the allotted time frame for the new restrictions for business owners to comply as follows: G months for parking, 2 year for screening of storage, 36 months minimum up to GO months for storage setback requirements with an extension granted by the BOA for hardship cases.. Mr. Moniz felt that a longer period should be allowed for storage, and did not agree with tFie extension by DOA for hardship cases. Page 347 Mr. Hurlbut also noted that on page 6 under (j) Loading Dock Regulations: (1) after Business 287 should be a colon instead of e period, and to add at the bottom of page 7 (4) Existing uses should not be affected by this ordinance. After a lengthy discussion, P&Z voted to discuss the remaining subjects after the public hearing on April 18' 1991, The workshop was adjourned at 10:15 PM. Motion carried unanimously.
