02.04.1991 IFC MinutesPage 344 MINUTES OF IMPACT FEE ADVISORY COMMITTEE - FEBRUARY 4' 1991 MAYOR'S OFFICE - 8:00 PM, Vice Chairperson, Roger Hurlbut called the meeting to order at 8:15 PM. Members present were Bill Cromer, Roger Hurlbut, Roo Kovach and Joe Moniz, Ad hoc members present were Wayne Winters and Chuck Sbytleo, Glynn Cavasos, Cliff Hallmark and Mary Salinas were absent. Staff present was Ted Rowe and Mike Monroe of Cheatham and Associates. ITEM NO. 1 Approval of the Committee Report to City Council. Mr. Shyties questioned how the impact fees would apply to residents who live outside the city limits? Mr. Monroe replied there is a State law requirement that somebody from the CTJ must be on the committee if the City intends to apply the fees when furnishing water or sewer to unincorporated areas. br. Shyties recommended that othermunioiBelity or utility districts be added for pass-through fees instead of only the City of Fort Worth. Mr. Winters added that a single family residential rate payer who requests a larger meter should not have to pay an impact fee, and also requested that be added to the end of paragraph one on page 2, second by Chuck Sbytleo. Motion carried. 8r. Hurlbut had a concern with paragraph (d) (1) - the word "individual" should be removed' and in (d) "relief of all or a portion of the fee or the time of collection." He suggested that in Paragraph (d) it read that "provisions include City Council authority to waive all or any portion of fees and/or establish timing of collection of fees only for: (1) Cases of economic hardship.", etc., and also recommended taking the slash out of (g) and insert the word "or" and in (d) (5) take out the slash and insert the word "or", second by Wayne Winters. Motion carried. Hr. Shyties made a motion that the committee mtrougly recommend City Council take immediate and concerted action to seek, evaluate and implement sources for water other than well water, including but not limited to cooperation with Trinity River Authority and other regional efforts' second by Ron vaob, Motion carried. Mr. Hurlbut suggested that in (g) to insert after "utilities", "and for these feepayers to receive," etc., second by Wayne Winters. Motion carried. Motion was made by Joe Mooiz to adopt the Impact Fee Advisory Committee recommendations and forward to City Council as amended, second by Bill Cromer. Motion carried uuauimously. Dn Mary Salinas Page J40 MINUTES OF PLANNING & ZONING COMMISSION - FEBRUARY 21, 1991 COMMUNITY CENTER Chairperson Mary Salinas called the meeting to order at 7:31 PM. Members present were Mary Salinas, Bill Cromer, Glynn Cavasos and Cliff failmark. Roger Hurlbut, Ron Kovach and Jo e Moniz were absent. Staff present was Linda Jones. - Consideration of Plat Revision from Lut t & 2 to Lot IR, Block 4, Shady Creek Addition. Mr. & Mrs. Michael Walker of 717 Shady Creek were present and requested approval of subject plat. Linda Jones informed the Commission that the metes and bounds description for the drainage and utility easement had been added to the plat as recommended by Cheat am Engineers. The wording final plat was also changed to Amending plat to meet the requirements under provisions of the Texas Local Government Code, Section 212.016(a)(q). A corrected plat was presented at the meeting. Motion by Bill Cromer, second by Glynn Cavasos to accept the plat of Lot 1E, Block 4, shady Creek Addition and to forward a recommendation to Council for approval. Motion carried unanimously.
