08.21.1997 PZ MinutesP. 595 CITY OF KENNEDALE MINUTES OF PLANNING AND ZONING COMMISSION REGULAR MEETING 21 AUGUST 1997 COMMUNITY CENTER Chairman Conroy called the meeting to order at 7:07 p.m. Commission Members Present: Chairman David Conroy, Wayne Cordell, Bryan Lankhorst, Jerry Miller and Ralph Warner with Richard Jernigan being absent. City Staff Present: Mort Wetterling — Permits /Code Enforcement Department Susan Brown — Planning and Zoning Secretary ITEM NO. 1— Approval of 17 July 1997 Impact Fee Advisory Meeting minutes as well as minutes of the Regularly scheduled meeting of the Planning and Zoning Commission. Wayne Cordell made a motion to accept the minutes, as drafted, for the Impact Fee Advisory Committee Meeting and the Regularly scheduled meeting of 17 July 1997. Jerry Miller seconded the motion and all Commission Members voted in favor. Due to the length of time required for Item No. 2, Chairman Conroy opted to make that item the last item of the evening. ITEM NO. 3 — Continued discussion regarding bylaws and operating procedures for the Planning and Zoning Commission. Ralph Warner reported that his Ad Hoc Committee had met but were still in the formulating stages. He requested to be placed on September's Agenda for discussion regarding a rough draft of the bylaws and operating procedures. ITEM NO. 4 — Consideration of two additional Commission Members, Mr. Brian Fitzner and Ms. Nita Vaughn. There was a brief discussion regarding the above mentioned people, their community activities anda copy of Mr. Fitzner's completed application with Ms. Vaughn's application to be forthcoming. The Planning and Zoning Commission wish to forward a recommendation to City Council to accept both candidates for service on the Commission. ITEM NO. 2 — Approval of the proposed Subdivision Ordinance and the proposed Design Manual. Mr. Rucker Preston of T U Electric was present at the Commission meeting and took part in the early portion of discussion at which time he submitted the following suggestions relative to Electric Service: • Steel utility poles are recommended over wood, for a variety of reasons. The City can determine which, of the two, are installed in new Subdivisions. • Street lights should be positioned near Fire Hydrants. • High pressure 200 watt sodium lights are recommended at intersections and 100 watt high pressure sodium lights at the interior of blocks. Mr. Preston was of the opinion that the prospective Subdivision Ordinance was a well thought out quality product and that it should more than adequately meet the City's needs. The Commission then began a page by page review of the document, beginning with Article 1. Several questions were raised, on a variety of subjects, most of which were resolved with still others to be referred to Legal Counsel. Conunission review and discussion ended with Section 355 of Article 3 at which time the Comnussion elected to re- convene in a Workshop environment, on Wednesday, 27 August 1997 at 7:00 p.m. at the Police Department, for continued discussion. At 9:53 p.m., Jerry Miller made a motion to adjourn the meeting. Wayne Cordell seconded the motion and after all members voted in favor, Chairman Conroy adjourned the meeting. ATTEST APPROVED
