MINUTES OF
PUBLIC HEARING
PLANNING AND ZONING COMMISSION
19 SEPTEMBER 1996
COMMUNITY CENTER
Chairman Conroy called the Public Hearing to order at 7:08 p.m.
Commission Members Present: David Conroy, Bryan Lankhorst, Jerry Miller, Cody
Rodden, and Ralph Warner with Glynn Cavasos being absent.
City Staff Present: Ted Rowe - City Administrator
Mort Wetterling - Permits /Code Enforcement Department
Susan Brown - Planning and Zoning Secretary
PUBLIC HEARING NO. 1 - To receive citizen's comments regarding removal of
restrictions and placement of garage sale signs.
Chairman Conroy opened the Public Hearing by addressing the audience with a short
history of the garage sale ordinance. He expressed that the purpose of tonight's Public
Hearing is to receive fair and impartial input on the likes and dislikes of the garage sale
restrictions and placement of the signs and that tonight's recommendations would be
forwarded to the City Council.
The below listed citizen's expressed their feelings regarding the garage sale signs,
price, fines, advertising, placement, limitations, size, permission from neighboring
families, traffic hazards, the possibility of having a community garage sale and or a
community bulletin board in which to place notices.
Tiffany Bilyeu, Pat Turner, Steve Radakovich, Norma Miller, Denise Richardson,
Kristie Savage, Sue Hair, Dorothy Nevins and Sondi Albro.
John Berry spoke in support of the current garage sale sign ordinance. He felt that the
combination of the ordinance and a strong Code Enforcement Department was
beneficial in the image of the Community. He closed by stating the involvement of
Jerry Miller, in this matter, was a conflict of interest and felt that Mr. Miller should
refrain from action.
Chairman Conroy closed the Public Hearing at 8:03 p.m.

After a brief recess, Chairman Conroy called the meeting to order at 8 :18 p.m.
Commission Members Present: David Conroy, Bryan Lankhorst, Jerry Miller, Cody
Rodden and Ralph Warner with Glynn Cavasos being absent.
City Staff Present: Ted Rowe - City Administrator
Mort Wetterling - Permits /Code Enforcement Department
Susan Brown - Planning and Zoning Secretary
ITEM NO, 1 - Approval of the Minutes of the 15 August 1996 Public Hearing and
Regular Meeting of the Kennedale Planning and Zoning Commission.
Chairman Conroy made a motion to approve the minutes after two changes are made
to the minutes. Ralph Warner seconded the motion with all members voting in favor,
ITEM NO. 3 - Approval of the Final Plat for Section Four, Steeplechase Estates Sub
Division and Developers Agreement.
The question arose about all the concerns being cleared up. Ted Rowe assured the
Commission that indeed all concerns had been complied with this section which
includes, the looping of a water main to Collett Sublett Road. He went on to say that
the Commission was here tonight to approve or disapprove the Plat so it could be
forwarded on to City Council for their action. The Water /Sewer and Grading /Paving
Plans were sent to the City Engineers for their review.
Ralph Warner made a motion to accept the Final Plat as presented. Jerry Miller
seconded the motion with all Members voting in favor.
ITEM NO, 2 - Consideration of a request to remove restrictions on numbers and
placement of garage sale signs.
Although not in total agreement, Commission member Jerry Miller elected to abstain
from further discussion relating to this Agenda Item. He excused himself and departed
from the meeting.

There was a lengthy discussion during which time the Commission, with input from
Staff and citizens, drafted a revised garage sale sign ordinance. This revised
ordinance will be forwarded on for Legal review and returned to Commission for
approval before forwarding to the City Council for final action.
Chairman Conroy made a motion to adjourn the 19 September 1996 meeting of the
Kennedale Planning and Zoning Commission. Ralph Warner seconded the motion with
all members voting in favor and the meeting was closed at 10:33 p.m.
