PLANNING AND ZONING COMMISSION
REGULAR MEETING - APRIL 21, 1994
Cairman Cray called the meeting to order at 7:48 P. M.

ITEM NO. 1 - Approval of the minutes of the regularly, scheduled meeting of
17 February 1994.
Janna Brimer motioned to approve the minutes and David Conroy seconded.
All members voted in favor.
ITEM NO. 2 - Briefing to Commission Members by Ralph Shelton concerning
a planned development in the ETJ north of Shady Creek Addition.
Mr.•Shelton distributed printed material and photographs of the develop-
ment /construction project which is being considered for the first four -,
teen 1/2 acre lots west of Little Road on the south side of Pennsylvania
Drive. The Master Plan, water, sewer, lot sizes,
fencing, security and
annexation were among the subject matter discussed, as was the strong
possibility that little, if any, commercial development is likely to
take place in the foreseeable future. All members agreed ati the tproject
looked like a good concept and thanked Mr. Shelton for p rth
mission with insight into his development plans. Further action can only
take place when more details are available and presented and Mr. .Shelton
was advised that the Master Plan would have to be revised and that such
action would require a series of Public Hearings.
ITEM NO. 3 - Discussion of the proposed Amendment to Ordinance No. 40
which addresses Non - Conforming Uses.
After a long discussion and an extensive question and answer period,the
Commission Members recommended a few minor changes as
it relates to
some of the Amendment verbage. The City's Legal Counsel will take those
recommendations under advisement and prepare the Amendment for a Public
Hearing and an Agenda item for the 19 May 1994 regularly scheduled
meeting of the Planning and Zoning Commission.
ITEM NO. 4 - Briefing on the to date enforcement of the Dumpster Screen-
ing requirement of the 9 September 1994 Zoning Ordinance.
Mort Wetterling gave the Commission an overview of the various problem
areas encountered during the enforcement process. He also advised that
many situations will have to be dealt with on a case -by -case basis and
and that it will take a longer period of time than previously anticipated
to effect city -wide concurrence, if in fact, that object can ever be
totally achieved.

There being no further business on the Agenda, Glynn Cavasos motioned
for adjournment' and Janna Brinier seconded. All members voted in favor
and the meeting adjourned at 9;50 P. M.
