PLANNING AND ZONING COMMISSION
REGULAR MEETING- FEBRUARY 17, 1994
Chairman Cray called the.meCting to order at 7:07.P.M.
'Commission members present were Cbarlcs Gray, Janna DrimeJ:, David
Conroy, Gregg Bennett, Glynn Cavasos and Cliff Hallmark. Dill Cromer
was not in attendence.
City Staff in attendence:

ITEM NO 71 -- Approval of the minutes of the Regular Meeting of 20 Jan-
uary 1994
ITEM NO 2 - Consideration of the Preliminary Plat for the proposed
Shady Creek East sub division.
This Preliminary Plat review had been previously tabled at the 16 De-
cember 1993 meeting as a result of the Shady Creek East proposed sub
division having received a re-zoning' recommendation, from "AG" to
HR -1" vice the requested "R_2 ".. The City Council later approved the
"R -1" Zoning recommendation at their.13 January 1994 meeting and the
Preliminary Plat was then re- submitted on 26 January 1994 in that the
lots had to be rc_platted to conform to the "R -1" specifications.
When Chairman Gray requested a briefing on the Plat from the Develop-
er, Mr. Gary Cooper stepped forward and initiated the briefing at
which time the City Administrator_ inquired , of the Commission Chair-
man, what Mr. Cooper's function was, or more explicitly, in what capa-
city was Mr. Cooper representing Mr, and Mrs. Light who are identified
on the Plat as being the owner and developers of the proposed sub .divi-
sion? Mr, Light then advised that )1r. Cooper was, in fact, acting and
speaking in his behalf and Mr. Cooper continued with his presentation.
The Commission questioned Mr. Cooper extensively about the sub division
Plat with the bulk of the questions relating to Code requirements that
were omitted from the Plat as well as a significant number of questions
relating to possible traffic problems. Mr Cooper apologized for the om-
issions and stated that he felt confident that all of the problem areas
could be resolved with Staff. The City's consulting engineer, Mr. Edwin
Apel, stated that the time to resolve problems was before the sub divi-
sion was developed and all in attendence concurred that a traffic study
should be conducted. Omitted Plat requirements and unanswered traffic
concerns resulted in a motion for Plat disapproval by David Conroy.
Gregg Bennett seconded the motion and all Commission members voted in
favor with the exception of Glynn Cavasos who abstained.

DISCUSSION
None of the Commission members or the City Staff offered items for
discussion.
Glynn Cavasos motioned for adjournment and Janna Brimer seconded the
motion. All members voted in favor and Chairman Gray adjourned the
meeting at 8:08 P. M.
