MINUTES OF
REGULAR MEETING - PLANNING & ZONING COMMISSION
APRIL 15, 1993 - 7 :00 PM
SENIOR CITIZEN CENTER
Acting Chairman Roger Hurlbut called the meeting to order aL 7 :10
pm.
Members present were Gregg BenneLL, Glynn Cavasos, David Conroy,
Charles Gray, Cliff Hallmark and Roger Hurlbut. Janna Brinier
arrived at 8 :10 p.m. Bill Cromer was absent.
Staff in attendance were Kathy Turner and Joey Highfill. Ted Rowe
arrived aL 8 :15 p.m.
David Lewis representing Governmental Services Agency, Inc., (GSA)
was also present.
ITEM NO. 2 - Approval of Minutes daLed March 18, 1993.
David Conroy motioned Lo table the 'minutes of March 18, 1993 for
further review. Second by Cliff Hallmark. Motion carried.
Minutes will be presenLed at the April 29, 1993 meeting.
ITEM NO. 1 - Discussion of Proposed Zoning Ordinance Rewrite and
Map.
Mr. Winters submi L Led his proposals in wri Lim to Mr. Hurlbut which
addressed the "OT" Old Town District which is located in the
Original Town of Kennedale.
P &Z Commissioners discussed a list of items that they feel needs to
be addressed before making any final decisions. Those items are as
follows: proposed zoning areas, planned developmenL district,
Highway 287 expansion issues, Old Town District, certain business
locations and zoning classifications, Commercial zoned areas as to
C -1 and C -2 districts, lot dimensions (frontage, length, building
size, and seL- backs), home occupations, fence requirements,
preservation of water supply, land fills, re -look at residential
districts, stipulations of deed restrictions, restrictions to
salvage yards, grandfather clause, open space versus agricultural
districts, carports versus garage, processing of Lhe planned
development district, sizes of apartments, flood plain district,
outside storage with the option of having a fence screen it, and
thoroughfare business categories.

Commissioners broke Lhe list down to start discussion wi Lh the
following: 1) thoroughfare plan, 2) business use permits, 3)
zoning areas, 4) Old Town, and 5) lot /house sues.
In discussion of the Lhoroughfare along Highway 287 it was the
conclusion of Lhe P &Z to leave the set -back requirements at 25 foot
back from the right -of -way.
P &Z Commissioners made the following revisions to Lhe use chart:
Meat Market - changed to include Meat/Poultry/Fish Markel,
Taxidermist - Changed the use from an "X" to an "S" in the C -2
District, Tire Sales & Repair - Changed to include Tire
Sales/Repair & Installation - allowed in the C -1 District with an
"S ", MeaL Processing Plant - Changed to include MeaL/PoulLry/Fish
Processing PlanL - allowed in Lhe C -2 District wi Lh an "S" and
changed the "S" Lo an "X" in Lhe industrial district, PoulLry
Processing Plant - deleted in its entirety and will refer to
Meat/Poultry/Fish Processing Plant.
AcLirrg Chairman Hurlbut suggested Lhat commissioners review all
food Lype uses and present suggesLions at the next meeLing.
Mrs. Brimer suggesLed at Lhe next meeting to discuss the Old Town
District.
Mr. Lewis stated that the food type businesses do creed to be looked
aL and the issue of The Dir•L Track Shop.
Commissioners scheduled a meeting for April 29, 1993 at 7 :00 p.m.
in the community center.
There being no further discussion Acting Chairman Hurlbut adjourned
the meeLing aL 10 :10 p.m.
