Chairperson, Mary Salinas called the meeting to order at 7:35 PM.
Members present were Glynn Cavasna, Bill Cromer, Cliff Hallmark,
Roger Hurlbut, Joe nouiz and Mary Salinas. Janue Urimer and
Melinda Esoo were absent.
Staff in attendance were Ted Rowe and Kathy Turner,
ITEM NO. I - Approval of Minutes for Regular Meeting dated
------- April 16, 1992 and impact Fee Advisory Committee
Meeting on April 16, 1992.
The minutes of regular meeting dated April 16, 1992 were approved
as submitted.
The minutes of Impact Fee Advisory Committee were emended in line
one, item one, to read: Ted Rowe advised that is is a requirement,
etc.
With no other corrections stated, Joe Mouiz mode a motion to
approve the minutes of Regular Meeting and Impact Fee Advisory
Committee dated April 16, 1992. Second by Roger Hurlbut. Motion
carried.
- Re-Write of Zoning Ordinance.
Mary Salinas asked to have a clarification on the status of the
re-write.
Mr. Rowe stated that we do not have the agreement back from Cit�
Attorney, Don Driver. GSA has called and is reedy to help us bu
is limited as to what can be done until the agreement is signed.
This item was tabled.
ITEM NO. 3 - Discussion of Nominees to fill Vacancies on the
Planning & Zoning Commission.
Mr. Rowe said he was meeting With Mayor Abbott tomorrow morning and
was going to see if Mr. Abbott had any suggestions or made any
contacts while campaigning.
There was no other dioouooion and no motion was required.
ITEM NO. 4 - General Discussion
Mr, Rowe said that Mr. Ted Cromer, President of KYA would like to
offer assistance on upgrading the park and has some ideas on that
line. Mr. Cromer would like to see another softball field for
older adults come out of it. Mr. Rowe said he had heard some
interest in deneloniug an adult type recreational capability over
at the park so the whole park would not be directed only at young
People,

Mr. Hurlbut stated that he would like to enhance the parks that we
already have, and is awore of the limitations for it as far as,
enclosures, Mr. Hurlbut would like to Bee another 10 1- 20 acre
tract in Kenoedale for a recreational facility.
Mr. Hurlbut then questioned the status of the expansion of
Mansfield Highway. Mr. Rowe said that from Dick Price Road
Northwest to 820, the State Highway Department plans to widen the
road to seven lanes and the bridge to seven lanes. Mr. Hurlbut
asked why the Highway Department was stopping there. Mr. Rowe
replied it was a separate project. The second project is from that
point through the City of Kennedale to Eden Road. Mr, Hurlbut
wonted to know the time pha2e of the second project through the
middle of Kennedale. Mr. Rowe said no time frame at this time.
Mr. Hurlbut said the primary school was planning on adding a
gymnasium and thought the city should contact them on the widening
of the highway.
Mr. Rowe stated he had submitted four projects to the county group
that works with the prisoner rehabilitation center in Mansfield.
They have work details for the people (community projects). One was
to clean out all the under brush under the trees in the back, clean
out the underbrush around the pond, build several steps of stairs
to the water level, build a pavilion, and build some tennis
courts. Mr. Rowe doesn't know what they will be able to do or
willing to do, but they haven't responded yet.
Ted. Rowe suggested that oo the continuous left turn lane from 820
to Dick Price Road become a median for the entrance of the City
since there wasn't many areas to turn left. Mr. Rowe has a meeting
with the State and has already mentioned this to them, and the
State Highway Department. will even furnish trees if the City will
maintain. them.
Roger Hurlbut moved to forward a recommendation to City Council to
request the State Highway Department make a median area off P20 to
Dick Price Road northwest Of the bridge that can be landscaped as
an entrance to the City of Kennedale, and City Council pass a
resolution supporting this onto the State Highway Department. Joe
Mon i2 seconded and passed unanimously.
There being no further discussion, Roger Hurlhut made a motion to
adjourn the meeting at 8:45 P11. Second by Bill Cromer. Motion
carried unanimously.
