PLANNING & ZONING COMMISSION
REGULAR MEETING - JANUARY 16, 1992
COMMUNITY CENTER
Chairperson, Mary Salinas called the meeting to order at 7:20 PM.
Members present were Glynn Cavasos, Melinda Esco, Cliff Hallmark,
Roger Hurlbut and Mary Salinas. Janna Brimer and Joe Moniz were
absent.
Staff in attendance were Ted Rowe and Kathy Turner.
ITEM NO. 1 - Approval of minutes dated November 21, 1991.
Roger Hurlbut made a motion to approve the November 21, 1991
minutes as submitted. Second by Glynn Cavasos.
ITEM NO. 2 - Briefing by Mr. David Lewis of Governmental
Service Agency on Re-Write of Zoning and Sub-
Division Ordinances.
Mr. David Lewis representing Governmental Service Agency, Inc.
presented a brief background of his company. Mr. Lewis stated that
he did not have a chance to review Kennedale's Zoning Ordinance but
briefly glanced over it. By glancing over the zoning ordinance,
Mr. Lewis stated that if the City did away with the accumulative
zoning that we now have, this would bring about a big improvement.
The zoning ordinances adopted today are non-cumulative.
Mr. Lewis presented several ordinances of cities that his company
has represented ranging in population size from 2,000 to 30,000.
Each zoning ordinance is unique itself because there are some local
preferences that every community has that are different from one
community to the next. Mr. Lewis replied that an initial
requirement before you can adopt a zoning ordinance is a Master
Land Use Plan, and your zoning ordinance must adhere to this plan.
Mr. Lewis did note that the names of our zoning districts were very
uncommon to surrounding cities. He would recommend changing this
to be similar to other cities. Mr. Lewis strongly recommended
omitting sign regulations in the zoning ordinance. He felt that
this was a building control function and should not require public
hearings to make changes when necessary.
Mr. Lewis expressed that there are two ways to redo zoning
ordinances. One is to start from scratch and throw out the old and
one is to amend existing ordinances. When amending existing
ordinances, this can be a costly situation. This requires notices
to be published and mailed to land owners, and requires many public
hearings. Mr. Lewis highly recommended starting from scratch when
a single published notice is the only notice required and only two
public hearings need be held.
Mr. Lewis addressed the areas that needed to be looked at when
redoing the zoning ordinance. He said many cities look at
landscaping and screening, set-back regulations, thoroughfare
standards, parking regulations, outside storage, standards for
mobile homes and mobile home parks, and the use of charts. He felt
the city needed more residential districts - ranchettes, estates,
and moderate income, separate duplex's out of multi-family
districts, and to look at the standards on the commercial districts.

Mr, Lewis opened up for questions from the P&Z. Mr, Hurlbut
questioned the cost? Mr. Lewis replied that he was not prepared to
give an exact cost, but since the City already had a Master Laud
Use Plan this would reduce the cost. Be stated it would depend on
whether the city started from scratch or revised the present
ordinances. Mr. Lewis gave a ballpark figure of $5,000/ which
included e minimum of two public bearings, and zoning mapo.
Mr. Hurlbut questioned Mr. Lewis if he knew enough about 8euuedale
to come in and proceed to tell the P&2 what needed to be modified.
Mr. Lewis replied not at the present time. Mr. Hurlbut then asked
Mr. Lewis how he got to that process. Mr. Lewis replied that he
• would drive around the community, talk to home owners and business
leaders, Chamber of Commerce, City officials and would also ask for
the P&Z recommendations which he calls the research process. Mr.
Lewis will then take his comments and compare them to the zoning
ordinances in their library and come back with reoommeudatious.
Mr. Hurlbut asked what Mr. Lewis could do that the P&C could not
do. Be feels that the P&Z needs to sit down as a body and figure
out what is wrong with the present zoning ordinances before buyin
into something not knowing what is wrong with the preoeut
ordineuoes. Mr, Hurlbut stated that P&Z needs to sit down and
review the ordinance � to see if the need exists to revise the
zoning ordinance.
Mr. Rowe replied that he thought P&Z had expressed a desire to have
the ordinance updated several times in the past and that's why it
was placed in the budget' Mr. Hurlbut again stated that P&Z as a
body needs to sit down and make a conscious effort to identify what
it is in the zoning ordinances that is not precise and to
reevaluate them.
P&Z requested taff put together a list of problem with the zoning
ordinance that they have encountered on a daily basis, and
requested them by January 30, 1992.
Roger Hurlbut moved to scheduled a workshop on January 30, 1992 at
7:00 PM. Second by Melinda Esco. Motion carried.
ITEM NO. 3 - Briefing on Re-Codification Changes Requiring P&Z
Action.
This item was tabled.

There being no further discussion, Melinda E2oo made a motion to
adjourn the meeting at 9:05 PM. Second by Glynn Cav000s. Motion
carried.
