SPECIAL MEETING OF THE KENNEDALE
PARK BOARD
November 20, 1978
The Kennedale Park Board convened at 7:30 p.m., November 20, 1978,
in a special meeting to discuss the current status of the Kennedale
City Park. Present at the meeting were Bob Patterson, President,
Frankie Luttrell, Secretary, Bill Bishop, Member and City Council
Members George Lowery, Stan Jernigan and Wayne Winters. Mel
Justice was City staff member in attendance.
The Board was informed of the current status of ball field light-
ing bids which are to be received November 30, 1978.
A discussion concerning required park sign in the park area resulted
in the Board agreeing to place a temporary sign on the park site
by the ball fields and a permanent sign would be erected when a
name for the park is decided on.
The availability of additional funds that might be required, over
and above grant money now available, was discussed and Mr. Lowery
indicated he felt the City Council would be receptive to a recomm-
endation from the Board that additional funds, from the City, of
$6,000 to $8,000 be added to presently available funds to complete
this lighting. A motion was made by Frankie Luttrell, seconded by
Bill Bishop, that a letter be forwarded to City Council requesting
the City absorb all costs over what is available in the City Park
grant fund for finishing the ball field lighting. Motion carried.
A motion was made by Bill Bishop, seconded by Frankie Luttrell,
that a letter be submitted to City Council requesting an amended
project be submitted to the BOR office deleting the tennis courts,
rest rooms, and possibly the playground from the present park
plans and designating expenditure of funds where such funds have
been expended and /or obligated. Motion carried.
The Board agreed to permit the Kennedale Youth Association place
advertising type signs (fencing) in the outfield of the Little
League ball field with monetary proceeds from this being returned to
the City.
After discussion of priorities for future park improvements the
Board agreed that picnic tables and a pavillion facility be first
priorities in the event additional funds are received.
Frankie Luttrell made a motion, seconded by Bill Bishop, that a
recommendation be forwarded to City Council that electricity costs
on the ball fields be paid by the users at a fee scale to be set
by the Council. Motion carried.
A committee composed of Frankie Luttrell and Bob Patterson was
appointed to meet with the Kennedale Youth Association to deter-
mine maintenance responsibilities on the ball fields and submit

recommendations to the Board at the December 5, 1978 meeting.
Motion made and carried that Board adjourn at 10:15 p.m.
