12.21.1989 PZ MinutesPage 318 P1tfitlldtl nniog Commission Public Bearing - Deaember 21, 1989 Community Center - 7:30 PM Roger Hurlbut called the meeting to order at 8:05 PM. Members present were Glynn Cavasoo' Roger Hurlbut, Joe Mouiz and Mary Salinas. Tom Boone, Bill Cromer and Mike McCarty were absent. Public Hearing No. 1 - The purpose of the hearing was to receive comments regarding a trade day located at 801 N. Mansfield Highway requested by Mr. Billy Jones, Sr. Mr. Billy Jones, Sr, and Mr. Cecil Bowen signed in for the trade day. Mr. Jones stated he would like to put in a trade day to operate three days a week and it would be managed by Mr, Cecil Boneu, Mr. Bowen presented a diagram to the P&Z Commission showing his intentions of the trade day. There would be no permanent structures and customers would move-in on Thursday evening and out on Sunday evening. Mr. Jones reguested a 110 outlet and one water meter. Be plans on using existing streets. The land consists of nine acres and customers will enter from the Mansfield Highway and exit onto Trent Street. Mr. Rowe stated that Mr. Al Bulls, owner of several buildings adjacent to the trade day did not have any objections as long as people did not park on Trent Street or Grapevine Trail by his buildings. Mrs. Sherman Bruce questioned if there would be designated parking and if Mr. Jones was aware that the driveway entrance came across her property? Mr. Hurlbut asked Mr. Jones if the street had been dedicated? Mr. Jones replied no and he did not have a plat with him. Mrs. Bruce stated she had no objections to the trade day but wanted to know if Mr. Jones would be interested in renting her property for parking opaoeo. Page 319 Mr. Rowe said that no permanent structures could be placed in the floodway and that water and sewer utilities would have to be flood proofed. There being no further discussion, motion to adjourn the meeting was made by Joe Mooiz, seconded by Mary Salinas. Motion carried unanimously. Meeting adjourned at 8:20 PM. Members present were Glynn Cavasos, Roger Hurlbut, Mooiz and Mary Salinas. Tom Boone, Bill Cromer and Mike McCarty were absent. ITEM NO. 1 - Consideration of minutes dated November 16, 1989 and November 21, 1989. Minutes dated November 16, 1989 were approved as oubmitted. Minutes dated November 21, 1989 were amended in paragraph 6 to state "the county commissioner had the ability to order refuse and junk, etc. ". Motion was made by Joe Moniz to approve the minutes dated November 16, 1989 and November 21' 1989 contingent upon amendment. Motion carried. ITEM NO. 2 - Consideration of a Special Use Application for a Trade Day at 801 N. Mansfield Highway, requested by Mr, Billy Jones, Sr, Upon P&Z request, Mr. Jones voluntarily withdrew his application and will resubmit in January with a complete set of details as to how the trade day is going to operate. ITEM NO. 3 - Briefing by Highway 287 Committee, On November 29, 1989 a meeting was held to discuss the status of the highway, what it looks like, and how it can be improved or if it can be improved and if it needs to be improved and in what way. During the meeting an agenda was identified regarding problem areas and purposes. Talked about specific methods to address problems areao. Began to identify long/short term goals. The City of Arlington, City of Mansfield, and City of Kennedale are going to try and hold a joint public hearing regarding what should be done about the appearance of the highway. The next meeting will be held January 17, 1990. The agenda will be to formulate possible ideas about a cooperative overlay district between Arlington, Mansfield, and Kennedale. Page 321 ITEM NO.
