11.21.1989 PZ MinutesPage 316 Minutes Of Planning & Zoning Commission - Public Hearing November 21, 1989 - Fire Station Roger Hurlbut called the public hearing to order at 7:43 PM. Members present were Tom Boone, Glynn Cavasos, Roger Hurlbut, and Joe Moniz. Bill Cromer, Mike McCarty and Mary Salinas were absent. The purpose of the public hearing was to receive citizens input about future development on Mansfield Highway. Bill Jolle, Ted Brewer and Sherri Brewer signed in for the meeting. Mr. Hurlbut briefed how the public hearing came about between Mansfield, Arlington and Kennedale. Arlington expressed an interest in what to do with the salvage yards appearance along Highway 287, which are not in the Kennedale city limits. Each city developed a committee to meet in joint session to see what can be done about the situation. The first meeting was about a year ago and Kennedale wanted to express the opinions of the citizens as to how they feel. An approximate 250 surveys were distributed throughout the city and 193 responses have been received. The results have not been compiled. Mr. Hurlbut has glanced over some of the surveys and the citizens do have some strong feelings as to what should be done along the highway. There are people on both sides of the situation, but the majority would like to see some improvements. Mr. Hurlbut stated there had been a new bill passed that gives the county commissioner the ability to order salvage yards to be a -= certaln _ distance back from the highway and to clean up their'' 6 c' front yards. ? ' Mr. Jolle stated he would like to see the appearance of the salvage yards cleaned up and stated there was two types of salvage yards, recycling auto parts and scrap yards. Mr. Moniz stated he has an individual salvage yard on the highway, and has lived in Kennedale for several years. He feels the city should require so many feet back from the highway and should not allow parking in the right -of -way. Stated whatever is done it needed to be uniform to help increase property values instead of detract from them. Mr. Cavasos stressed concern over the landscaping. Did not want to hire an extra person to take care of it. Mr. Hurlbut asked what would be reasonable for landscaping eg. trees, grass, shrubs? Mr. Cavosas said he would rather see decorated rock than Page 317 plant grass. Mr. Hurlbut suggested an option to ground cover, use grass or volcanic rock. Mr. Boone thought the city might approach the Chamber of Commerce in order to project an improvement to the city's image. Mr. Hurlbut said he would take all comments along with surveys to the meeting with Arlington and Mansfield. An overall sight did show that Kennedale does want improvement along the Mansfield Highway. There being no further discussion, meeting adjourned at 9:10 PM.
