MINUTES OF
PLANNING & ZONING COMMISSION - NOVEMBER 16, 1989
COMMUNITY CENTER - 7:30 PM.
Chairman, Bill Cromer called the meeting to order at 7:30 PM.
Members present were Tom Boone, Bill Cromer, Roger Hurlbut, Joe Moniz
and Mary Salinas. Glynn Cavasos and Mike McCarty were absent.
ITEM NO. 1 - Consideration of minutes dated October 19, 1989.
Motion was made to approve the minutes as submitted.
ITEM NO. 2 - Consideration of a Replat from Block 63, to Lots 1R
and 2R, Block 63, Original Town of Kennedale,
requested by Ms. Signe Edwards.
Motion was made by Roger Hurlbut to approve the Replat of Lots 1R and
2R, Block 63, Original Town of Kennedale and to forward a
recommendation to Council for approval subject to labeling the owner
of Block 64, and deleting "streets and' in the dedication block,
seconded by Joe Moniz. Motion carried unanimously.
ITEM NO. 3 - Consideration of Animal Control Ordinance.
Mr. Head was present and stated that he would like to see the City
adopt a leash law for animals.
Chief Geeslin made a recommendation for P &Z to look at the
enforcement and penalty aspect with a punishment phase to illuminate
repeated violators.
Mr. Blalock, Animal Control Officer, stated the city needed an
ordinance to encourage citizens not to go against it. Mr. Hurlbut
questioned the types of problems experienced with repeated violators.
Mr. Blalock said he gives a verbal warning first, second time a
written warning is given: and the third time a citation is issued.
On citizens who continue to violate the present ordinance, all he can
do is issue citations.
Mr. Blalock suggested a limit on dogs and cats that a person can
have. Require a license and tag to be fixed to a collar on the
animal to make it easier to identify who the owner is.
Mr. Hurlbut suggested logging in dog /cat calls, require animals to
have tags with a license attached to a collar, add a leash law to the
animal control ordinance, and addressed the need for a facility to
keep stray animals.
P & Z members agreed on a sub - committee to review the animals
problems. The members are Roger Hurlbut, Glynn Cavasos and Tom Boone.
ITEM NO. 4 - General Discussion.

Mr. Rowe stated he had contacted two codification oompauieo. One is
in Florida and one in Dallas. Proposals should be submitted within
the next week for review and to go before Council in Deoember.
There being no further discussion, motion was made to adjourn the
meeting by Roger Hurlbut, seconded by Mary Salinas. Motion carried
