08.17.1989 PZ MinutesPage 297 Minutes of Regular:Meeting - August 17, 1989 Planning& Zoning Commission Chairman Bill Cromer called the meeting to order at 7:30 p.m. Members present were Thomas Boone, Glynn Cavasos, Bill Cromer, and Mike McCarty. Roger Hurlbut arrived at 7:35 p.m. Joe Moniz and Mary Salinas were absent. ITEM NO. 1 - Consideration of minutes dated July 20, 1989. Minutes were approved as submitted. ITEM NO. 2 - Consideration of Minimum Set -Back and Side /Rear Yard Requirements in "D ", "D ", "F ", "G ", and "G -1" Zoning Districts. Jim Smith, Fire Chief, was present to state his concern with buildings abutting property lines with zero clearance between them. Chief Smith said there should be some kind of protection between the buildings, and he would like to see a 4 -hour fire wall. He feels this would protect the neighboring structures.when built without side and yard clearance. Mr. Rowe questioned the access to the rear of the buildings. Chief Smith stated that the Uniform Fire Code provides codes to allow fire lanes and access to the rear of the buildings, but there is_no=:City_Code to enforce this. The Planning and Zoning Commission randomly discussed the front setback, height regulations, rear and side yard requirements, parking areas, fire lanes, and landscaping for commercial and industrial zoning districts. Mr. Hurlbut suggested the Planning and Zoning Coiuuission schedule a worksession to get together and view some of the sights in Kennedale in order to have some basic ideas to base their decision on. Mr. Hurlbut made a motion to require a 4 -hour fire wall with a zero side clearance in Zoning Districts "D ", "E ", "F ", "G ", and "G -1 ", seconded by Thomas Boone. Motion carried all in favor. Mr. Hurlbut made a second motion that the Planning and Zoning Commission schedule a worksession in the near future to do a comprehensive review of the setbacks and all of the factors that may have an impact on Zoning Districts "D ", "E ", "F ", "G ", and "G-1 ", seconded by Mike McCarty. Motion carried unanimously. Page 298 Regular Meeting - August 17, 1989, Con't. ITEM NO. 3 - Consideration of Revising Animal Control Ordinance. The Planning and Zoning Commission briefly discussed the animal control ordinance and animal uses throughout =the city. Mr. Hurlbut made a motion to table this item until the October meeting, seconded by Glynn Cavasos. Motion carried unanimously. ITEM NO. 4 - General Discussion. There being no further discussion, Glynn Cavasos made a motion to adjourn the meeting, seconded by Mike McCarty.
