Regular Meeting - Planning & Zoning Commission
June 22, 1989
Chairman Bill'Cromer called the meeting to order at 7:40 PM
Mayor Steve Radakovich was'present to appoint certificates to Mary Salinas
and Roger Hurlbut for new comers to the Planning & Zoning Commission.
Members present were Roger Hurlbut, Mary Salinas, Bill Cromer, and
Mike McCarty. Glynn Cavasos, Thomas Boone and Joe Moniz were absent.
ITEM NO. 1 - Consideration of minutes of Regular Meeting dated
April 20, 1989.
Mr. Rowe suggested an amendment t� ITEM'NO. 5, Paragraph 4, to read
Mr. Rowe stated they had'also excavated behind the business, etc.
Motion was made to accept the minutes subject to the amendment. Motion
carried..
ITEM NO. 2 - Ralph Shelton, Bowerman Properties - Consideration of a
Preliminary Plat of Quail Creek Addition, 103 acres out
of the Haltom, Hawkins, anti Joplings/Surveys.
Mr. Ralph Shelton and Mr. Rusty Di Sciullo were present to answer any
questions regarding the Preliminary'Plat of Quail Creek.
Mr. Shelton stated the lots that back up to the creek would be larger lots
and the lots off the creek would be smaller. Proposing for homes in the
price range of 95,000 to 130,000. 'Mr. Shelton said the cul -de -sacs would
contain a curb in the middle with a water tap and the residents and /or
homeowners association would be responsible for the maintenance of it.
Phase I would be developed first consisting of the northeast corner, east
side of the creek, on the corner of Sublett having 24 lots.
Mr. Rowe addressed the two letters dated June 19, 1989 from Cheatham &
Associates regarding the first review of the Preliminary Plat for Quail
Creek and the Drainage Study, and Water and Sewer Layout. 'Mr. Di Sciullo
replied that he had not received the letters and that he followed the city's
guidelines, and did submit sewer /water and drainage plans.
Mr. Di Sciullo said sewer would need to be extended south from Arlington's
sewer line which would be north 1200 to 1500 feet which is a 15" line to
Sublett Road and 10" lines would be installed through his property.
This would need approval from the City of Arlington. Also, has provided
easements to the west so that Vera Lane could hook up to sewer in the future.

Mayor Radakovich questioned Mr. Shelton where he planned on receiving his
water from. Mr. Shelton stated that the City of Kennedale had an 8" line
running down Sublett Road that ended in front of his property.
Mayor Radakovich then questioned Mr. Shelton why the City of Arlington could
not service his development? Mr. Shelton replied that there was no access
to Arlington's water system at the present time for this area.
Mayor Radakovich stressed his concern with the water situation from the
impact of this future development due to the low pressure the city already
incurres in the present area.
Mr. Hurlbut questioned where. the City received water from? Mr. Rowe said the
City had four wells and was in the process of paper work for a fifth
well. Mr. Hurlbut then asked Mr. Rowe if the City has had a study prepared
regarding the capacity of the wells for a 100% increase of population or any
percent of increase? Mr. Rowe replied that one has not been done since the
developments of Shady Creek, Crestdale, and Hillside Subdivision within the
last seven to eight years.
Mr. Hurlbut asked if the wells (plus the future one) could service the City
for five to 10 years given a growth of 20% to 25% in water capacity or pumping
capacity? Mr. Rowe said it would under any normal usage, but the only problem
is the fifth well would act as a back -up well, and could get by without it,
but could not meet state requirements without it. Mr. Hurlbut suggested that
now would be a good time for a study with this development coming in.
Mary Salinas questioned the cui -de -sac turn around capabilities for fire and
ambulance service? Mr. Di Sciullo replied that they have never encountered
any problems with the present ones in the City of Arlington.
Mr. Hurlbut addressed Mr. Shelton with what types of homes would be built in
his development? Mr. Shelton said it would be model homes to custom homes.
Mr. Rowe questioned the maintenance of the channel area between the abutting
lots? Mr. Shelton stated the property owners would be responsible for the
area and would own the property to the center line of the creek, and in the
deed restrictions would prohibit any fence structure to block off the view.
The homeowners would be allowed to fence down the side of their homes to the
easement and would have to leave the back open or fence with wraught iron.
Mike McCarty questioned if Eddie Cheatham would be able to furnish information
regarding adequacy of our water system to support the proposed sub - division?

Mr. Cromer asked if there was a motion on this plat? Mr. McCarty made a
motion that the P & Z accept the Preliminary Plat subject to resolution of
the items in question between the City's Engineer and knowing that we need
some additional information from Mr. Cheatham before we can reasonably make
any decisions of any final plats that come up in the future. So I would -
subjectto getting " that'information and resolving these questions between
Mr. Cheatham and the city. I would make the motion that we accept the
Preliminary Plat, second by Mary Salinas.
Mr. Cromer said okey, motion has been made and seconded that we accept this
Preliminary Plat with provisions that Mr. Cheatham will make necessary provisions
on the water situation and the other noted items. All in favor? Mr. Hurlbut
stated those items are the ones that are noted in Cheatham & Associates June 19th
letter. Mr. Cromer replied yes. Motion was carried without opposition.
ITEM NO. 3 - Consideration of Minimum Setback and Side /Rear Yard
Requirements in the "E ", "F ", "G ", and "G -1" Zoning
Districts.
This item was tabled for further research. Motion carried.
ITEM NO. 4 - Consideration of a Zoning District for Bingo Facility.
After a short discussion, this item was tabled until the July meeting.
Motion carried.
ITEM NO. 5 - Consideration of Revising the Animal Control Ordinance
Regarding Dogs and Cats.
This item was postponed until the July meeting. Motion carried.
ITEM NO. 6 - General Discussion.

After a lengthy meeting, no further business was discussed, and a motion
to table the meeting was made by Mary Salinas, second by Roger Hurlbut.
Motion carried unanimously.
