04.20.1989 PZ MinutesPage 288 Minutes of Regular Meeting - Planning & Zoning Commission April 20, 1989 Co- chairman Mike McCarty called the meeting to order at 7:35 p.m. Members present were Glynn Cavasos, Mary Salinas, Mike McCarty and Joe Moniz. Bill Cromer and Thomas Boone were absent. Staff in attendance were Ted Rowe and Kathy Turner. Minutes of Regular Meeting dated March 16, 1989 were approved as submitted with the correction to ITEM NO. 2 - Fowl & Rabbists - per plat in a confined building should read - per plat in a confined area. ITEM NO. 1 - G. W. Robbins Company - Consideration of a replat from Lot 27, Block 1, Woodlea Acres Addition to Lots 1 -7, Block 1, Lots 1 -7, Block 2, Woodlea Business Park. An alternate replat was presented to P & Z members at the meeting. Mr. John Levitt, Levitt Engineers, stated that basically everything was the same except the elimination of the cul -de -sac and the dedication of the right -of -way to the city. Mr. Moniz asked Mr. Cooper and Mr. Levitt at which point was Pecan Drive going to be concreted during the construction phase? Mr. Levitt replied that the concrete would be installed after the utilities were in, and Mr. Cooper said that the street would be phased into two parts due to the fill -in needed on the back lots. The street would be gravel with a turn around at the back lot and would be concrete up to_the 3rd lot at the present time. Motion was made by Joe Moniz to forward a recommendation to Council for approval of the replat contingent upon Cheatham & Associates review and resolution of descrepancies, second by Glynn Cavasos. Motion carried unanimously. ITEM NO. 2 - Consideration of Animal Control Ordinance Revisions. Type of Animal Limit Square Feet Distance Pigs & Hogs 1 Per Lot /Plat 500' of any residence Fowls & Rabbits 25 Per Plat in a 100' of any residence confined area *Dog and cat limit apply to those over eight (8) weeks old, and "shall be under control of owner, on a leash or chain, or confined, etc." Motion was made by Mary Salinas to forward a recommendation to Council to accept the provisions outlined above, second by Joe Moniz. Motion carried unanimously. ITEM NO. 3 - Consideration of Minimum Set -Back and Side /Rear Yard Requirements in "F ", "G ", and "G -1" Districts. This item was tabled for further study. P & Z will discuss at next month's meeting. No motion was required. ITEM NO. 4 - Consideration of Adopting 1988 Uniform Building, Plumbing, Mechanical and Fire Codes, and the 1987 National Electric Code. Motion was made by Joe Moniz to forward a recommendation to Council for approval of the 1988 Uniform Building, Plumbing, Mechanical and Fire Codes, and the 1987 National Electric Code including COG's recommendations and city amendments, second by Mary Salinas. Motion carried unanimously. ITEM NO. 5 - General Discussion. P & Z discussed the opening of Oakcrest Transmission by Ronald L. Crouch at 445 East Mansfield Highway in the "E" Zoning District including out- side storage. P & Z agreed to allow Oakcrest Transmission operate with the exception of installing a fence behind the building to park customer cars and the front of the building must remain free of parked cars. Mary Salinas questioned Eucono Car with the car parking behind the building. - -Mr. Rowe stated it was also an excavating business, and there was nothing in our ordinance to require them to take out a permit before excavating begins, but the UBC required one. Mr. Rowe said he would look into the matter further. P & Z and Staff discussed junk cars and abatement of dilapidated structures throughout the City. Page 290 Regular Meeting - April 20, 1989, Con't.
