Public Hearing - Planning_ & - "Zoning Commission
January 19, 1989
Chairman, Bill Cromer called the meeting to order at 7:30 p.m.
Members present were Glynn Cavasos, Pat Turner, Sue Hair, Bill Cromer,
Mike McCarty, Joe Moniz and Thomas Boone. John Gregory was absent.
Staff in attendance was Ted Rowe and Kathy Turner.
The purpose of the public hearing was to review the Master Land Use and
Thoroughfare Plan, and to hear citizen comments.
Mr. Mike Monroe briefed the attendees on the Land Use Draft revised from the
previous public hearing.
Meeting open for comments.
Mary Salinas questioned the 70 ft. right -of -way on Little School Road.
Mr. Monroe replied that this would allow for a two -lane road with ample
easement on both sides for utilities.
Mr. Campbell asked Mr. Monroe what he meant when stating residential use.
Mr. Monroe explained primarily single family and maybe apartments, town -
homes, etc. in the higher density areas near intersections.
Mr. Bill Franks addressed the development on Little School Road, and if
Council approved plan, how soon could he rezone his property for Commercial
use? Mr. Monroe stated when and how was based on the development of the
community. The rezoning of the property would be the P & Z and Council's
decision and that they would refer to the Master Land Use Plan at that time.
Mrs. McDavid questioned the 500 ft. setback for commercial use. Mr. Monroe
replied that this was a rough estimate and that actually you could give or
take a few feet depending on the type of business that would go in on that
property.
Mr. Boone inquired about the government funding for the thoroughfare.
Mr. Monroe reported there is some possibility of federal funding for portions
of the thoroughfare through the federal PASS program. If this facility would
relieve traffic off an interstate, the feds would give the state some money
to spend on a thoroughfare in a municipality, but there was no promise because
programs may change before the thoroughfares are built.
Mrs. McDavid wanted to know if her neighbors petitioned the zoning to
commercial use, would it go through and be approved? Mr. Rowe replied there
would be a time period. If the P & Z take action tonight and make a recom-

mendation to forward to Council, then Council has to decide whether
or not they will hold a Public Hearing or adopt the plan as it is.
Mr. Rowe informed attendees this would take a couple of months. In
addition, Mr. Monroe commented that each individual owner would have to
apply for a rezoning application or the owners could go the petition route
on one application if this was approved through the city.
Mr. Dale Johnson questioned how;his property fell on the map and addressed
the zoning. Mr. Boone advised that the map just shows where the P & Z are
looking for a buffer for Shady Creek residents and at this time, the map is
not a guide for zoning. Mr. Rowe asked Mr. Johnson how he wanted his property
zoned? Mr. Johnson replied commercial use if he was going to sell. Mr. Rowe
expressed that if his property was not in the orange (Commercial), this would
not mean that the Council could not approve it. Council could justify the
zoning due to the continuation of the concept.
There being no further discussion, motion was made to adjourn the meeting
by Pat Turner, seconded by Joe Moniz. Motion carried without opposition.
Public Hearing adjourned at 8:05 p.m.

Chairman, Bill Cromer called the meeting to order at 8:15 p.m.
Members present were Glynn Cavasos, Pat Turner, Sue Hair, Bill Cromer,
Mike McCarty, Joe Moniz and Thomas Boone. John Gregory was absent.
Staff in attendance were Ted Rowe and Kathy Turner.
Minutes of regular meeting dated November 17, 1988 were approved as submitted.
Minutes of regular meeting dated December 20, 1988 were amended to state
commercial use on the east and west side of Little School Road announced
by Mrs. McDavid. Minutes were approved with correction to be added.
ITEM NO. I - Recommendation to City Council on Public Hearing considerations.
Motion was made by Pat Turner to make a recommendation to forward the Master
Land Use and Thoroughfare Plan to Council for approval, seconded by Glynn
Cavasos. Motion carried unanimously.
ITEM NO. II - Highway Committee Report.
Mr. McCarty stated that there is a Highway Committee that consist_of
Joe Moniz, Roger Hurlbut, and himself. A meeting was held in November with
some people of the Planning and Zoning Department of Arlington and a representa-
tive from Mansfield in regards to an overview of development along the Mansfield
Highway. The main purpose of Kennedale's side was to upgrade the visual image
of the highway. Eventually, the committee would like to have some questionnaires
provided to residents to hear their input as to what should be done along
Mansfield Highway.
Mr. Moniz replied Arlington provided some visual aids as to address the
wrecking yards by regulating them to provide screened fences, landscape
along the highway, no off street parking of vehicles, and maybe even a
city wide clean-up campaign.
There was no motion required on this item.
Staff presented a list of items that need to be addressed for updating the
zoning codes to make them more enforceable, and would like P & Z to schedule
work sessions to review the codes.
