12.20.1988 PZ MinutesPage 278 Minutes of Public Hearing Planning & Zoning Commission December 20, 1988 Ted Rowe called the meeting to order at 7:40 p.m. Members present were Tom Boone, Joe Moniz, Pat Turner, Glynn Cavasos and Stanley Jernigan, Master Plan Committee Chairman. Bill Cromer, John Gregory, Sue Hair and Mike McCarty were Absent. Staff in attendance were Ted Rowe, Linda Jones and Kathy Turner. I. Mike Monroe with Cheatham and Associates explained that the purpose of the public hearing was to review the draft Land Use and Thoroughfare Plans and to receive citizen comments. Mike Monroe presented two plans; Plan A and Plan B that were developed previously from the Master Plan Committee. He stated that comments were encouraged and that he would try to incorporate them into the plans to develop a final draft. Mr. Monroe stressed this plan was not for zoning. It was a guide to help P & Z and Council for future community development and as a reference to future zoning actions. Mr. Monroe briefed attendees on the Land Use. He explained that it will basically be residential, large industrial on the south and north ends of 287 which will be the primary industrial areas for the community. No additional industrial areas; commercial along 287, at intersection of. Bowman Springs Road and Loop 820, and at the northern end of Little School Road. Mr. Monroe presented Plan A and explained that the dotted lines propose a thoroughfare within the community which will be two lanes. Narrow black lines would be four lane undivided streets with a 90 foot right - of -way such as along Little School Road. Dick Price would become a six lane thoroughfare and will be a major north and south thoroughfare. After the city completes its annexation on the southern city limits, the city would be adjacent to a six lane thoroughfare going east and west (will be a number of years before built - long range project). The point of interest is where Sublett and Little School Road intersect, all the way over to Dick Price. This will be a new route (no street at Page 279 Public Hearing - December 20, 1988, con't. this time). City of Fort Worth plans to extend Alta Mesa to this point and the City of Arlington plans to extend Sublett as a major thoroughfare to the eastern edge of Kennedale. In order to extend Alta Mesa through Kennedale an overpass would be required over Loop 496 and the railroad tracks. There would be state and federal funds that would support this. City would not support alone. Mr. Monroe was baised to Plan A due to the state and federal funds that would be available. However, some Master Plan Committee members felt that the community would be divided by the six lane thoroughfare and wanted to look at an alternative way to move traffic around but still getting an east and west thoroughfare without going through the middle of town which leads to Plan B. Plan B is identical to Plan A but has no six lane thoroughfare. Little School Road would continue across to Dick Price Road with a four lane street all the way. One objection was that it would not allow through traffic to go smoothly from Fort Worth to Arlington and that there would be no state or federal funds available. The city and developers would foot the cost 100 percent including the overpass to build over the railroad tracks. Meeting open for comments. Mrs. Gibson questioned why the city would not zone the land north of the doctors office on Little School Road commercial as Arlington has done with Green Oaks Boulevard. Mrs. McDavid suggested adding commercial on the west side of Little School Road and the east side remain residential. ENO ED )4,19 S Mr. Cooper stressed that Plan B would be more meaningful to the city. Said it would direct traffic up Little School Road through the city's retail section. Mr. Jernigan addressed that Plan A would divide the city and that he would be against it. Mr. Boone explained that the land on the east side of Little School Road north of Sublett would benefit the city if zoned commercial on the frontage of the property rather than remain residential. Mr. Cooper suggested combining Plan A with Plan B to direct Dick Price Road to Little School Road rather than going east to Sublett and make this the major thoroughfare. Page 280 Public Hearing - December 20, 1988, Con't. Mr. Turner disagreed with Plan A and was not satisfied with Plan B. There being no further comments, Mr. Monroe summarized the meeting with the following changes: 1) add a 400 to 500 foot strip of commercial on the east and west side of Little School Road north of Sublett with a buffer on the west side between Shady Creek, 2) combine Plan A with Plan B to take a four to six lane facility along the Plan A route (Dick Price Road) to join into Little School Road which would be the major thoroughfare through the city. Mr. Monroe will prepare another draft plan to contain the recommended changes, research the availability of federal /state funding for the proposed new routes and be prepared for further meetings as required.
