03.17.1988 PZ MinutesPage 269 Regular Meeting Planning & Zoning Commission March 17, 1988 Bill Cromer called the meeting to order at 7:35 p.m. Members present were Bill Cromer, Mike McCarty, Joe Moniz and Tom Boone. Glynn Cavasos, John Gregory, Pat Turner and Sue Hair were absent. Staff in attendance were Ted Rowe and Linda Jones. Minutes of a public hearing and regular meeting dated February 18, 1988 were approved as submitted. IV. Mr. Bud Scott and Les Binkly represented Mr. Tom Chase in requesting approval of a replat from Lots 1, 2 and 4, to Lot 1A, Block 1, Tower Business Park. Mr. Scott explained that the original plat had a 15' utility easement between Lots 1, 2 and 4 and it was changed to a 15' drainage easement. T.II_Electric Service has an existing overhead distribution line located in this easement. Staff was notified by T.U. Electric of an agreement between the parties to relocate the electric lines. Mr. Scott submitted drainage and grading plans. Mike McCarty stated that a 15' utility easement was indicated on Lot 3, directly south of Lot 2 showing a drainage easement and it would drain water into the utility easement. Ted Rowe informed Mr. Scott that the "G -1" Light Industrial District requires suitable screening between businesses and residential property. Mr. Scott indicated that plans would be submitted when a building permit is applied for. Motion was madeby Mike McCarty, seconded by Joe Moniz, to approve the replat of Lot 1A, Block 1, Tower Business Park, subject to the utility easement being designated as a drainage easement on Lot 3. Motion carried without opposition. I. Consideration of rules and regulations for mobile, modular and manu- •factured homes. 1. Limit Mobile Homes to Mobile Home Parks. 2. ,Off- site completed Modular Homes - Restrict to Mobile Home Parks unless meets minimum square footage. Foundations - permanent and conforming d. Generally conform to neighborhood (including masonary, size and appearance) e. On -site erected Modular Homes - same requirements as any site -built home. The Commission requested the information be submitted to Don Driver, City Attorney, for comments and recommendations and to attend the next meeting. II. Consideration of increasing the speed limit on Little School Road. Motion was made by Tom Boone, seconded by Mike McCarty, to make a recom- mendation to Council to increase the speed limit on Little School Road to 35 mph, north of the "S" curve where the Police Chief deems appro- priate. Motion carried. III. Ms. Melba McMurray, not in attendance, requested approval of a replat from Lot 5 and the EPT of Lot 6 to Lots 5R1 and 5R2, Block 2, Woodlea Acres Addition. Motion was made by Joe Moniz, seconded by Tom Boone, to approve the replat of Lots 5R1 and 5R2, Block 2, Woodlea Acres Addition. Motion carried unanimously. There being no further business, motion was made by Mike McCarty, seconded by Joe Moniz, to adjourn the meeting. Motion carried.
