Planning and Zoning Commission
August 20, 1987
Bill Cromer called the meeting to order at 7:35 p.m.
Members present were Tom Boone, Glynn Cavasos,
Bill Cromer, Mike McCarty and Joe Moniz. John
Staff in attendance was Linda Jones. Ted Rowe
absent.

Minutes of the meetings dater June 18, 1987 and July 23, 1987 were
approved as submitted.
I. Mr. Jack Hartnett and Mr. Norman Lassetter requested approval on a
preliminary plat of Cherrys Addition. Mr. Hartnett proposes a fast
food restaurant with a play ground similar to McDonald's and a drive -
in window that would stack approximately four cars. Mr. Hartnett
assured the P & Z that a drive approach 35 foot from Mansfield High-
way on Sublett Road was approved by Wayne Sherrell, Traffic Engineer,
David Geeslin, Chief of Police and Ted Rowe, City Administrator. Two
drive approaches on Mansfield Highway were also approved. The com-
mission questioned that 6' street dedication for the widening of
Sublett Road. Mr. Hartnett responded by saying he had been shown a
study by Ted Rowe, showing the street to be widen from the present
24' to 36', being 12 feet, or 6 feet from each side. The cost would
be approximately $28.00 a linear foot. Mr. Hartnett stated that
Mr. Sherrell indicated that the next signal light should be at that
corner. Pat Turner said the Master Plan Committee has not designated
Sublett Road to be a four lane road at this time. Mike McCarty stated
he did.not think it was fair to the other developers that have already
dedicated a 10' right -of -way and the dedications should be kept con-
sistant.
Mr. Lassetter stated that there is a sewer line on the property, but
there are, no easements to his knowledge and no one knows exactly where
the sewer line' is` located. Mr. Hartnett said there were three city
plans showing the sewer in three different locations. Mr. Hartnett
'assured the P & Z that the structure would not be built over the sewer
line.
Motion was made by Mike McCarty, seconded by Glynn Cavasos, to approve
the preliminary plat of'Cherrys Addition contingent upon the 6' road
dedication being changed to show a 10' road dedication. Motion carried
unanimously.

II. Mr. Jack Hartnett and Mr. Norman Lassetter requested approval of a
final plat of Cherrys Addition, Phase I (Lot 1, Block 1).
Motion was made by Pat Turner, seconded by Mike McCarty, to delay
action on the final plat of Cherrys Addition, Phase I, until the
final plat is amended to show a 10' road dedication. Motion carried
with none opposed.
III. Mr. Nolan Lacey and Mr. Jim Jeffcoat requested approval of a replat
from Lot 1, to Lots 1 -A & 1 -B, Block 1, NCS Subdivision. Mr. Jeff-
coat stated that the property was plattel two years ago and they wish
to split Lot 1 into two lots to sell one lot for a car wash, pre-
viously approved by P & Z and City Council.
Motion was made by Pat Turner, seconded by Joe Moniz, to approve the
replat of Lot 1 -A & 1 -B, Block 1, NCS Subdivision and forward a recom-
mendation to Council for final approval. Motion carried without
opposition.
IV. Mr. Merv__Reagan requested ` appr - oval --of_a preliminary_ plat of Oak Leaf
Estates. The Commission informed Mr. Reagan that Kennedale cannot
service the property with city water, lot sizes are the bare minimum
allowed by city code, the density is contrary to what the city has
been looking for, no cul -de -sacs indicated, Kennedale is looking for
a commercial tone with a tax base, and this plan will not benefit the
city. The property is being considered for a commercial land use
with some types of retail businesses.
Mr. Reagan plans to build conventional homes, not tract homes, with
1,800 to 2,000 square feet with rear entry garages, highly landscaped,
costing approximately $100,000.
Motion was made by Joe Moniz, to deny the request due to the minimum
lot sizes, dead end streets and no planned commercial property adjacent
to Little School Road. Joe Moniz withdrew the motion.
Motion was made by Joe Moniz, seconded by Tom Boone, to disapprove the
preliminary plat of Oak Leaf Estates. Motion carried with none
opposed.
Mr. Reagan was requested to attend the Master Plan Committee meeting
to discuss possible land uses of the property.

V. Mr. Don Samanie of the G. W. Robbins Company requested a replat from
Lot 4 & 5 to Lot 4R & 5R, Block 1, Creekside Addition, Phase I.
Mr. Samanie explained that the lot line needed to be readjusted in
order to place the house on Lot 5.
Mr. Samanie also requested a replat from Lots 9, 10 & 11 -R to
Lots 9R, lOR & 11R, Block 4, Shady Creek Addition.
Mr. Samanie explained the front lot lines needed to be adjusted
4' and the rear lot lines 15'.
Motion was made by Pat Turner, seconded by Joe Moniz, to approve the
replats of Lots 4 -R & 5 -R, Block 1, Creekside Addition and Lots 9 -R,
10 -R & 11 -R, Block 4, Shady Creek Addition. Motion carried, Mike
McCarty_ abstained.
There being no further business, motion was made by Pat Turner,
seconded by Sue Hair, to adjourn the meeting. Motion carried.
Meeting adjourned at 9 :02 p.m.
