Planning and Zoning Commission
July 23, 1987
Bill Cromer called the public hearing to_order at 7:15 p.m.
Members present were Tom Boone, Pat Turner, Bill Cromer, Sue Hair,
Joe Moniz and John Gregory. Mike McCarty and Glynn Cavasos were
absent.
Staff in attendance were Ted Rowe and Linda Jones.
I. Ted Rowe opened by explaining the purpose of the hearing was the pro-
posed change in zoning classification on property in the David Strick-
land Survey, Abstract 1376, northwest of Gilman Road from "G" Indus-
trial District to "SD -E" Special District Overlay - Commercial with a
50' buffer zone along the west side of Gilman Road, a strip of land
along Mansfield Highway approximately 150' in depth from Gilman Road
southeast to Village Creek and the Dunlap Subdivision from "F" Com-
mercial to "SD -E" Special District Overlay - Commercial. Also prop-
erty bounded by Gilman Road to the west, Village Creek to the east,
150' north of Mansfield Highway and south of A.C. Bolen Addition from
"G" Industrial District to "A" Single Family District.
Ted Rowe stated that there is no development in the "G" Industrial
District and Commercial is the proper zoning to utilize the properties
highest and best use, placing more restrictions for quality businesses.
Mayor Steve Radakovich supported the proposal by stating the area is
a choice location and the city is looking for income for the future.
Bill Evans of Brown and Blakney, Inc. stated that their property is
presently being used as industrial and would like to continue the
use.
Evelyn Templeton stated that the zoning doesn't have to be "G" Indus-
trial, but it doesn't need to be "A" Single Family.
W. W. Templeton prefers the zoning as is. He moved to that location
so that he :could keep his equipment.
Mary Gilman and Ken Witt, representing O. L. Witt, would like the
zoning to stay "G" Industrial.
Gayle Campbell stated that if the zoning is lowered, it would limit
the type of business that could operate in the area and objected to
the zoning change.

Milton Broyles, owner of 62 + acres, was opposed to the zoning
change, stating an improper zoning classification could do more
harm than good and the line of wrecking yards on Mansfield Highway
would not attract desirable businesses like a mall. He asked the
Commission to table the issue until a study and development plan
could be done to find the highest and best use of the land.
Jerry Barton, representing Gayle Campbell, stated that there was a
problem with access, water and sewer and potential uses of the prop-
erty owners were being taken away.
Motion was made by Pat Turner, seconded by Tom Boone, to adjourn the
public hearing. Motion carried without opposition. Public Hearing I
adjourned at 7:55 p.m.
Public Hearing II reconvened at 7:56 p.m.
Mr. Nolan Lacey of Lacey Russell, Inc. explained the purpose of the
hearing is to hear a proposed special exception to the "SD -F" Special
District Overlay - Commercial District to allow a six bay self service
car wash on Treepoint Drive, west of Little School Road. Mr. Lacey
stated that a contract was with Stop -N -Go to purchase the property
contingent upon obtaining a special use permit. He informed the Com-
mission that the car wash does not generate sales tax revenue, but
it does generate property tax revenue.
Motion was made by Joe Moniz, seconded by Sue Hair, to adjourn the
public hearing. Public Hearing II adjourned at 8:05 p.m.

Bill Cromer called the meeting to order at 8:06 p.m.
Members present were Tom Boone, Pat Turner, Bill Cromer, Sue Hair,
Joe Moniz and John Gregory. Mike McCarty and Glynn Cavasos were
absent.
Staff in attendance were Ted Rowe and Linda Jones.
I. Mr. Nolan Lacey of Lacey Russell, Inc. requested a special exception
to the "SD -F" Special District Overlay - Commercial District to allow
a six bay self service car wash on Treepoint Drive, west of Little
School Road. Mr. Lacey informed the Commission that water would not
run off into the street and water and sewer would be furnished by
the City of Arlington. The value of the property and improvements
is approximately $202,000.
Motion was made by Pat Turner, seconded by John Gregory, to make a
recommendation of approval to Council for a special use permit.
Motion carried.
II. Consideration of a proposed change in zoning classification on prop-
erty in the David Strickland Survey, Abstract 1376, northwest of
Gilman Road from "G" Industrial District to "SD -E" Special District
Overlay - Commercial with a 50' buffer zone along the west side of
Gilman Road, a strip of land along Mansfield Highway approximately
150' in depth from Gilman Road southeast to Village Creek and the
Dunlap Subdivision from "F" Commercial to "SD -E" Special District
Overlay - Commercial. Also property bounded by Gilman Road to the
west, Village Creek to. the east, 150' north of Mansfield Highway and
south of A. C. Bolen Addition from "G" Industrial District to "A"
Single Family District.
After lengthly discussion, motion was made by Pat Turner, seconded
by Tom Boone, to table this item and send it back to the staff,
P'& Z, and Master Plan Committee for further study with it to be
brought back before P & Z on or before December 1, 1987. Motion
carried.
III. Mr.-Steve Anderson requested a replat from a portion of Lot 1 & 2,
Block 29 to Lot 2R, Block 29, Original Town of Kennedale.
Mr. Anderson indicated that he plans to build a single family home
on the lot., the new lot size will not meet the minimum requirement
of 8;750' square feet, but he has applied for a variance of 7,500
square feet with the City Council. The Commission informed
.:Anderson that the metes and bounds description needs to be
corrected'to'show'100' south instead of 75' south.
Motion was made by John Gregory, seconded by Joe Moniz, to accept
the.replat! with the correction Stated above and forward a recom-

mendation to Council. Motion carried, none opposed.
IV. Mr. Mery Reagan, not in attendance, requested approval on a pre-
liminary plat of Oak Leaf Estates located in Kennedale's ETJ, west
of Little School Road and south of Pennsylvania Avenue.
Motion was made by Pat Turner, seconded by Tom Boone, to disapprove
the preliminary plat of Oak Leaf Estates due to the lack of informa-
tion and Mr. Reagan was not present to answer questions. Motion
carried without opposition.
There being no further business, motion was made by Tom Boone,
seconded by Sue Hair, to adjourn the meeting. Motion carried.
Meeting adjourned at 9 :20 p.m.
