Regular Meeting Planning and Zoning
June 18, 1987
Bill Cromer called the meeting to order at 7:34 p.m.
Members present were Bill Cromer, Mike McCarty, Joe Moniz and John Gregory.
Members absent were Glynn Cavasos, Pat Turner, Sue Hair and Tom Boone.
Staff in attendance were Ted Rowe and Linda Jones. Danny Thomas was absent.
Minutes dated May 21, 1987 were approved as submitted.
I. Mr. Don Samanie of the G. W. Robbins Company and John Levitt of Levitt
Engineers requested approval on a final plat of Shady Creek Addition,
Phase IV containing 15 lots. Mr. Samanie stated that provisions had
been made for a 50' access and utility easement for future street
extension between Lots 34 and 35 to possibly tie into Bowman Spring
Road. Mr. Samanie pointed outthat gullies had existed on some of the
lots north of Colonial Court that had been filled with trees, con-
struction and debri. He did not think it would cause a problem, but
they might have to excavate part of the property. He thought that
only two lots would be affected and the area was not over the build-
ing site, if it should be, the property would be excavated, refilled
and compacted.
Bill Cromer asked if all the questions bad been answered from Freese
and Nichols Engineers. Ted Rowe said they had been, but expressed
concern for the water line on Little School Road to tie into the
water line on Shady Creek. Mr. Samanie stated they would be willing
to do the work in conjunction with the city and do it at their cost
and have the appropriate property owners to fund it. Mr. Samanie
informed the Commission that they are formally requesting a variance
on sidewalks. According to Glynn Cavasos, four lots were affected with
the fill -in, to a large extent and it would be appropriate to indicate
it on the plat. John Levitt said it would be totally inappropriate
because that information does not belong on a plat for recording pur-
poses at the court house, providing the city a marked copy would be
sufficient.
Motion was made by John Gregory, seconded by Joe Moniz, to approve the
final plat of Shady Creek Addition, Phase IV and forward a recom-
mendation to Council for a variance on the sidewalk requirement.
Motion carried without opposition.
II. Ted Rowe asked the Commission to consider holding a public hearing
to rezone a portion of David Strickland Survey, Abstract 1376, west
of Village Creek and the Dunlap Subdivision, per Mayor Radakovich.

Mr. Rowe announced that a mall roughly equivalent in size to Hulen
Mall was interested in the location. After lengthly discussion the
Commission set a hearing for July 23, 1987, 7:00 p.m. to consider re-
zoning the David Strickland Survey, Abstract 1376, northwest of Gilman
Road from "G" Industrial to "SD -E" Special District Overlay - Commer-
cial with a 50' buffer zone along the west side of Gilman Road, also a
strip of land along Mansfield Highway approximately 150 foot in depth
from Gilman Road west to Village Creek, and the Dunlap Subdivision
from "F" Commercial to "SD -E" Special District. Overlay - Commercial.
The Commission is also considering property bounded by Gilman Road to
the west, Village Creek to the east, 150' north of Mansfield Highway
and south of A. C. Bolen Addition from "G" Industrial to "A" Single
Family.
There being no further business, motion was made by John Gregory,
seconded by Mike McCarty, to adjourn the meeting. Motion carried.
Meeting adjourned at 8:40 p.m.
