06.20.1985 PZ MinutesPage 184 Minutes of Regular Meeting Planning & Zoning Commission June 20, 1985 Bill Cromer called the meeting to order at 7:30 p.m. Members present were Glynn Cavasos, Pat Turner, Bill Cromer, Bill Abbott, Joe Moniz and John Gregory. Members absent were Walter Billingsley and Mike McCarty. Staff in attendance were Ted Rowe, Danny Thomas and Linda Jones. The minutes of May 16, 1985 were approved as submitted. I. Mr. Rodney DeBaun of Southern Properties, not in attendance, requested a zoning change on the north portion of Tract 2A1, M.P. Lamar Survey Abstract 987 and the north portion of Tract 8A, David Strickland Survey Abstract 1376, containing 2.932 acres of land. Subject property is located south of the Highway 287 and west of Little Road, adjacent to the Tealwood Apartments. The intention of this zoning change is to allow a miniwarehouse project on the back of the property and some type of office development on the front of the property. There were no other property owners that spoke for or against the zoning change. Motion was made by Pat Turner, seconded by Joe Moniz, to accept the. zoning change from zone "A" Single Family to "F" Commercial and forward a recommenda- tion for Council approval. II. Kennedale I.S.D. requested a building permit for a 19 classroom primary school to be erected on Clover Lane Drive adjacent to the field house and add ten (10) additional classrooms to the high school. Motion was made by Joe Moniz, seconded by John Gregory, to approve the building permit. Motion carried without opposition. III. Mike Ford of National Convenience Stores Inc. pre- sented a preliminary and final plat of Lots 1 & 2, Block 1, NCS Subdivision, platted out of Tract 10 M.P. Lamar Survey Abstract 987. Mr. Ford also requested a building permit to erect a Stop -N -Go convenience store and approval of a 72 square foot sign which is not regulated by the "F" Commercial City Code. Freese and Nichols review of the plans indicated that the Texas Department of Water Page 185 Resources is in the process of writing regulations governing the monitoring of potential hazardous waste leakage from industrial sites under which, gasoline service will fall. Mr. Ford was informed that his agency may be required to self monitor for leaks in the future. The City of Arlington will provide water and sewer service to this location on Little Road. A small portion of easement indicated on the plat, located on the north side of Treepoint Drive is presently owned by the City of Kennedale, but is not usable. Mr. Ford is requesting the Council to vacate this easement to National Convenience Stores, Inc. NCS Subdivision plat indicates a 10' dedication for right -of -way and an additional 10' roadway res- ervation for future widening of Little Road. Mr. Ford informed the Commission that he has agreed to pay their pro rate share for the construction of Little Road. Motion was made by Pat Turner, seconded by John Gregory, to approve the building permit, sign and accept the preliminary and final plat contingent upon R.O.W. easement being vacated by the City Council. Motion carried without opposition. IV. At a meeting on December 20, 1984 the Commission approved a building permit for Truman Blair to erect a metal building with the stipulation that the structure be painted. Since that time the building inspector will not final out the building because it is not painted. Mr. Blair has indicated that, if he paints the building it will be painted silver. It was suggested the staff check the code book for an ordinance on painted metal buildings and if there wasn't the Commission would make a recommendation to Council to create an ordinance specifying baked enamel buildings only. Motion was made by Joe Moniz, seconded by Pat Turner, to waive the requirement for the painting of Truman Blairs' present building. Motion carried. V. The Commission tentatively set June 27, 1985 for a joint work session with Council to discuss the construction of Little Road. Ted Rowe informed the Commission that he is working on the water situation with the City of Fort Worth. There being no further business, motion was made by Glynn Cavasos, seconded by John Gregory, to adjourn the meeting. Motion carried with none opposed. Ted Rowe informed the Commission that the City of Arlington has agreed to furnish water and sewer to the property and Southern Properties has agreed to pay their pro rata share for the widening of Little Road. Chuck Shytles, former owner of the property had no objections to the zoning change request. There were no other property owners within 200 feet that spoke for or against the zoning change. There being no further business, motion was made by Pat Turner, seconded by Joe Moniz, to adjourn the public hearing. Motion carried with none opposed.
