04.18.1985 PZ MinutesPage 179 Minutes of Regular Meeting Planning and Zoning Commission April 18, 1985 Bill Cromer called the hearing to order at 7:32 p.m. Members present were Glynn Cavasos, Walter Billingsley, Bill Cromer, Mike McCarty and Joe Moniz. Staff in attendance were Ted Rowe, Danny Thomas and Linda Jones. Minutes of the meeting dated March 21, 1985 were approved as submitted. I. Mr. Verlin Arter and Norma Sorrell requested a zoning change on the south portions of Lots 7C and 8C, Block 2 Woodlea Acres Addition (709 Woodlea Ln. - Sorrell and 713 Woodlea Ln. - Arter) from zone "A" Single Family to zone "E" Commercial.) There were no property owners within 200 feet of subject property who spoke for or against the zoning change. Motion was made by Walter Billingsley, seconded by Glynn Cavasos, to accept the zoning change request from zone "A" Single Family to zone "E" Commercial and a recommendation be forwarded to Council for final approval. Motion carried without opposition. II. Mr. Verlin Arter requested a building permit to erect a 60' x 80' painted metal structure on Lot 8C, Block 2, Woodlea Acres Addition. Mr. Arter informed the Com- mission that he plans to relocate Southern Screen Printing Company on this site, presently located at 428 West Mansfield Highway. Mrs. Arter stated that the business employeed two people, so there wouldn't be a parking problem. Mr. Arter stated that he also plans to continue the u -haul rental business and trailers would be parked in the rear of the building and possibly on the lot adjacent to his lot. Motion was made by Mike McCarty, seconded by Joe Moniz, to approve the building permit subject to final approval of the zoning change by the Council. Motion carried without opposition. III. R.O. Burk, Jr. requested approval on a preliminary and final plat of Lot 16A and 16B, Block 3, Briarwood Addition. Page180 Page 2 Mr. Burk was informed that the front building line has to be changed from 25' to 30' and the utility easement has to be changed from 5' to 7z °. Mr. Burk was asked to submit a plot plan to the staff for review and approval. Motion was made by Glynn Cavasos, seconded by Walter Billingsley, to approve the preliminary and final plat subject to the above corrections and plot plan meets city requirements before submission to Council for final approval. Motion carried without opposition. IV. Ms. Mary Fincher requested permission to place a modular home at 332 New Hope Road. Ms. Fincher was informed that the structure had to be certified as a modular home by the State of Texas and could not be a mobile home, and had to set on a permanent concrete foundation. Motion was made by Joe Moniz, seconded by Glynn Cavasos, to grant permission for the modular home with the stipulation that the home meets city requirements. Motion carried. V. Mr. Don Samanie of the Robbins Development Company presented a preliminary plat of Brookfield Addition, formally Tract 1CO2, J.B. Renfro Survey Abstract 1260, containing 24.731 acres of land. Subject property is zoned "B" Multi Family and "F" Commercial, which quadraplexes are planned to be erected. Plat shows 25' from yard building setbacks instead of 30° requirements and 10' side yard building setback lines at street intersections instead of 15' requirements. Freese and Nichols (City Engineers) reviewed the Preliminary Plat primarily for drainage considerations. Comments from Freese and Nichols included reference to a 1976 Water System Study for Kennedale which requried a 12" water main through the platted property to augment the,City's Southern water distribution system. A new study in tentatively scheduled to be completed in the Fall of 1985 which will review the augmentation requirement. To minimize the potential impact on the developer, an alternative to furnishing the 12" main would be to furnish adequate easement along the Railroad Right of Way for possible future use by the City for this purpose. (At the request of the Commission, this alternative was reviewed with Freese and Nichols on April 24, 1985). This recommendation will be forwarded to the developer for resolution prior to Final Plat processing. Additionally, Freese and Nichols expressed concern for the "major drainage structure" which transverses the planned development. They indicated that the City may want to require an enclosed pipe system. There being no further business, motion was made by Glynn Cavasos, seconded by Mike McCarty, to adjourn the Public Hearing, Motion carried without opposition.
