PUBLIC HEARING
August 16, 1984
Mike McCarty called the Public Hearing to order at 7:18 p.m.
Members present were Glynn Cavasos, Bill Reynolds, Walter
Billingsley, Mike McCarty and Mark Wright. Members absent
were Bill Cromer and Mike Smith.
Staff present were Ted Rowe and Linda Jones.
I. Mr. Don Samanie of Robbins Development Company requested
a zoning change on 16.016 acres of land out of the E. C.
Cannon Survey Abstract 378 and the J. M. Lilly Survey Abstract
980 from "A" Single Family District to "G -1" Light Industrial.
Property owners within two hundred feet that commented on the
zoning change are as follows:
H. P. Gardner stated that traffic and drainage studies have
not been considered and it would be foolish to put an indust-
rial zoning in the middle of a residential area. Mr. Gardner
informed the Board that he was against the change in zoning.
Thelma Williams stated she was against the rezoning.
David Hamrick wanted to know if his property was being consid-
ered for rezoning at this time. The Board informed him that
111 it was not.
Dr. Leon Blair stated that the best use of the property would
be "G -1" Light Industrial and wished the Board to consider re-
zoning his property to Light Industrial.
Mr. Robert Wilson stated that he was against the rezoning.
Mr. Archie Busby also voiced opposition to the industrial zoning.
Mr. Fred Smith stated the city needs industrial growth.
II. Mr. Larry Gill of Gill Development Corporation requested
a change in zoning on Tract 2, M. P. Lamar Survey Abstract 987
and Tract 8, David Strickland Survey Abstract 1376, containing
4.345 acres of land, from " A " Single Family District to "E"
Commercial District. The purpose of this request is to place
a small shopping center and child care facility on this site
as well as ingress and egress to 118 acres for future develop-
ment by Mr. Gill.
George Roberts, Richard Carlisle and Chuck Shytles, property
owners north of subject site did not have any objections to
the change in zoning. It was the consensus of the property
owners that commercial zoning.is the highest and best use of
the property. They requested the Board to rezone their pro-
perty to "F" Commercial at the'same time.

III. Mr. Larry Gill of Gill Development Corporation also
requested a zoning change on 3.943 acres of land out of a
portion of Tract 1, T. F. Rodgers Survey Abstract 1363 and
a portion of Tract 1A, W. E. Haltom Survey Abstract 731 from
"A" Single Family District to "C" Multi- Family District.
Mr. Merle Caruthers, property owner, did not speak for or
against the zoning change, but was concerned about the
proposed collector street crossing the north portion of his
property.
Mr. Fran Resch was concerned about heavy traffic being
generated to and from Arlington on the proposed collector
street.
There being no further business, motion was made by Glynn
Cavasos, seconded by Bill Reynolds, to adjourn the Public
Hearing. Motion carried with none opposed.

REGULAR MEETING PLANNING AND ZONING BOARD
August 16, 1984
Mike McCarty called the meeting to order at 8:40 p. m.
Members present were Glynn Cavasos, Bill Reynolds, Walter
Billingsley, Mike McCarty and Mark Wright. Members absent
were Bill Cromer and Mike Smith.
Staff present were Ted Rowe and Linda Jones.
I. Mark Norris requested the Board's approval of a replat from
Lot 1, Block 33, Block 34, 35, 55, 56, 104, Original Town of
Kennedale and Tract 3, J. Prickett Survey Abstract 1225 to
Block 34 -R, Original Town of Kennedale.
The Board was informed that subject streets had been closed in
City Ordinance 81 -2, with the exception of a portion of Fifth
Street, which was a clerical error on the City's part. The
city secretary has taken action to amend the ordinance to
include Fifth Street.
Mark Wright was concerned with access to Block 103, owned by
Mark Gregory. Mr. Norris assured the Board that the surveyor
had provided a 30 foot easement for Block 103.
Motion Was made by Bill Reynolds, seconded by Mark Wright, to
accept the replat to Block 34 -R, Original Town of Kennedale,
contingent upon the closing of Fifth Street. Motion carried
with none opposed.
II. Mr. Don Samanie of Robbins Development Company requested a
zoning change on Tract 1, E, C. Cannon Survey Abstract 378 and
a portion of J. M. Lilly Survey Abstract 980 from "A" Single
Family District to "G -1" Light Industrial District, containing
16.016 acres of land.
Motion was made by Glynn Cavasos, seconded by Mike McCarty, to
approve the zoning change request with the stipulation that
Robbins Development Company provide an easement for Little Road
to directly connect to Mansfield Highway. Glynn Cavasos and
Mike McCarty voted in favor of the zoning change. Bill Reynolds,
Walter Billingsley and Mark Wright opposed it. Motion failed.
III. Mr. Larry Gill of Gill Development Corporation requested a
change in zoning on Tract 2, M. P. Lamar Survey Abstract 987
and Tract 8, David Strickland Survey Abstract 1376 from "A"
Single Family District to "E" Commercial District.
George Roberts and Richard Carlisle requested the Board to
rezone their property at the same time. The gentlemen were
asked to make formal application at city hall.
Motion was made by Mark Wright, seconded by Walter Billingsley,
to accept the request and forward a recommendation to Council
for final approval. Motion carried with none opposed.

IV. Mr. Larry Gill of Gill Development Corporation requested a
zoning change on 3.943 acres of land out of a portion of

Family District to "C" Multi - Family District. Mr. Gill also
requested the Board's approval on a preliminary plat for a
collector street in the Oak Hill Addition.
Motion was made by Bill Reynolds, seconded by Mark Wright, to
accept the preliminary plat of the collector street and for-
ward a recommendation to Council for approval on the zoning
change request from zone " A " to zone "C" for property described
above. Motion carried, Glynn Cavasos abstained.
V. Mr. John Wier of Wier & Associates presented a final plat
on Crossway Drive which was included in the preliminary plat
for Rolling Acres Addition. The final plat had been reviewed
by Freese and Nichols regarding city engineering considerations.
Several changes to the plat are required in order to meet city
engineering and subdivision regulations. Mr. Wier indicated
that the changes had been noted and that they would be completed
prior to presentation to Council. Mr. Wier also agreed to
participate in funding for reconstruction of Kennedale Sublett
Road, adjacent to the requested development to provide a
four -lane divided highway (collector street) from Arlington
City limits west to their western development boundary and to
provide funds for a proportionate share of water system impact.
Details will be resolved with the City Administrator prior
to submission to Council.
Motion was made by Bill Reynolds, seconded by Mark Wright, to
accept the final plat contingent upon resolution of developer's
obligation for street and water line participation and com-
pliance with engineer'•s comments. Motion carried without
opposition.
There being no further business, motion was made by Bill
Reynolds, seconded by Mark Wright, to adjourn the meeting.
Motion carried.
