REGULAR MEETING PLANNING AND ZONING BOARD
May 17, 1984
Bill Cromer, Chairman, called the meeting to order at 7:30 p.m.
Members present: Glynn Cavasos, Bill Reynolds, Walter Billingsley,
Bill Cromer, Mike McCarty, and Mark Wright.
Member absent: Mike Smith
Staff present: Mel Justice, Danny Thomas, and Linda Jones
I. Mr. C. E. Batchelor requested three building permits for
111 and 113 Industrial Court and 626 West Mansfield Hwy
for the purpose of erecting three 40' x 60' metal structures
for Mr. James L. Strowd. Subject property is zoned "G"
Industrial. Mr. Batchelor also requested approval of a
fourth building permit using the same plans for Mr. George
Roberts to be erected in the near future.
Motion was made by Walter Billingsley, seconded by Glynn
Cavasos, to approve four building permits on subject
property.
Motion carried. None opposed.
II. Mr, Fred Smith requested permission to erect a two -pole
sign, 8'x 30' at 1115 and 1117 East Mansfield Highway.
It was brought to the Board's attention that the ordinance
requires a single pole sign instead of two poles. Danny
Thomas stated that one two -pole sign would be more sufficient
than seven or eight different signs in front of the property.
Motion was made by Bill Reynolds, seconded by Mike McCarty,
to accept the proposed sign and issue a permit.
Motion carried with none opposed.
III. Mrs. C. D. Fincher cancelled her request to appear before
the Board.
IV. Mr. Bob Baker addressed the Board for Herbert Harrison
pertaining to rezoning Tract 3, T.F. Rogers Survey, Abstract
1363, from "A" Single Family to "A-l" Attached Single Family
District. Subject property contains 7 acres of land and
is located at 948 N. Little Road. Mr. Baker explained reasons
for asking for the rezoning:
1. Harvey Properties, owner of a 10 acre tract, directly
north of subject property, has indicated that he intends
to request a change in zoning to no less than "C" Multi
Family. The 10 acre tract north of Harvey Properties
is already zoned "C" Multi Family. Mr. Baker stated that
the best use of the land would be "A -1" Attached Zoning
due to the fact that a developer would not build single
family dwellings next to a "C" Multi Family Dwelling.

2. The "A -1" Single Family Attached Housing would be used
as a buffer zoning next to the "A" zoning, south of
the property.
3. The developers of Shady Creek are concerned about apart-
ments being located across the street from the
single family subdivision. The Board informed Mr.
Baker to submit a formal application for the rezoning
request.
V. Mr. Eddie Cheatman, engineer, and Larry Gill, consultant,
presented a preliminary plat on Oak Hill Addition. Subject
property is Tract 2C and 2D, T. F. Rodgers Survey,
Abstract 1363, containing 10 acres zoned "C" Multi
Family and Tract 1, Rodgers Survey, containing 27 acres,
Tract 1A, W. E. Haltom Survey Abstract 731, containing
10 acres, zoned "A" Single Family. Mr. Gill informed
the Board that Oak Hill Addition would be serviced
with Kennedale water and Arlington sewe After Mr. Gill's
presentation, the Board stated the following items
require corrections:
1. No metes and bounds, with central points, tie downs,
dimensions, etc. included.
2. No names for streets included.
3. No figures included on topographic information on plat.
4. No 25' visibility triangles included.
5. Easements are indicated as 5 foot per lot instead of
7-', foot.
6. More information should be included for drainage study.
7. Need fire hydrants a maximum of 600 feet apart and
sewer manholes or cleanouts a maximum of 600 feet
apart and /or at every 90 degree bend.
Motion was made by Bill Reynolds , seconded by Walter
Billingsley, to accept the preliminary plat with the above
corrections to be made in the final plat. Motion carried.
VI. Mr. Vic Eckert of the Lynn Rob Corporation requested
front yard building line variances for Lots 5A(2'10 ")
5B- (2'11 "), 6A- (1 1 8 11 ) 1 6B- (1 7A- (1 "), 7B- (1
11A- (1'2 11B- (1'2"), 12A- (1'2"), 12B- (1'2 "), 13A- (10 "),
13B- (10 "), 14A -(5 14B -(5 "), in Block 1, of the Spring
Branch Addition. Variance requests range from 5" to 2'11 ".
Mr. Eckert stated that these homes have all been. built, and
the foundation contractor measured from the back of the
property line instead of the front. Mr. Eckert assured
the Board that future buildings would meet yard requirements.
Motion was made by Bill Reynolds, seconded by Walter Billingsley,
to issue variances on the Lots.
Motion carried. None opposed.
VII. Mel Justice informed the Board that Fred Smith had contacted
TESCO to lease property for parking in an "A" Single
Family Zoning. At that time, TESCO was under the
impression that subject property was in the "G -1" Light
Industrial zoning. TESCO and Fred Smith were notified
about the situation and decided not to pursue the matter
any further.

VIII. Danny Thomas requested the Board's thoughts on limiting
parking on city streets, types of vehicles, weight
allowed, and time of parking. After discussion, it was
the consensus of the Board to make a study of'other cities'
parking ordinances so that Kennedale can create an
ordinance of its own. Danny Thomas was instructed to
pursue this.
There being no further business, motion was made by Glynn
Cavasos, seconded by Walter Billingsley, that the meeting
adjourn.
