TZike,Smith, Vice Chairman, called the meeting to order at
7:00 p. m.
Members present: Glynn Cavasos, Bill Reynolds, Walter Bil.lingsey,
Mike Smith, Mike McCarty and Danny Taylor.
Member absent: Bill Cromer.
Staff present: Mel Justice, Danny Thomas and Linda Jones.
I. Consideration of proposed "G -1" Light Industrial Zoning
ordinance is as follows:
1. Use Regulations:
In the "G -1" Light Industrial District, no buildings or land
shall be used and no buildings shall be hereafter erected, altered
or enlarged, unless otherwise provided in this ordinance, except
for one or more of the following uses.
a. Any uses permitted in the "F" District.
b. Bakeries - Wholesale,
C. Body and fender work for automobiles and horse trailers.
d. Cleaning, dying, pressing works, laundry and washateria.
e. Cold storage plants.
f. Dog and cat hospitals, and kennels, when not less than
100 feet from an "A" "B" "C" "D"* "E" or "F" District.
g. Furniture repair.
h. Machine shops, provided power not to exceed twenty five
(25) horsepower is employed in the operation of any one
machine and all machinery, supplies and material are
contained within - 7 a closed building at all times.
i. Paper box manufacture.
J. Pattern shops.
k. Sheet metal shops using sheet metal of sixteen (16) gauge,
or thinner and all machinery and material are contained
within a closed building at all times.
1. Truck trailer parking only terminals. No loading or
unloading to be permitted. Parking and maneuvering
space shall be entirely on private property.
m. Welding shops, custom work, not including structural
welding.
n. Accessory buildings and uses customarily incidental to
the above.
o. Any operation in which the sound decibel level of fifty
(50) is exceeded is prohibited.
p. Suitable screening will be required if "G -1" zoning areas
abut a dwelling district.
2. Height and Area Regulations
In the "G -1" Light Industrial District the height of buildings,
and the minimum dimensions of yards shall be as follows: provided,
however, that buildings erected, reconstructed, altered, or en-
larged exclusively for dwellings purposes shall comply with the
front, side, and rear yard regulations of the "B" Mulit - Family
District.

altered or enlarged, shall exceed two (2) stories, nor
shall it exceed thirty five (35) feet.
b. Front Yard: Same as District "F ".
C. Rear Yard: No rear yard shall be required except where
the "G -1" District abuts on a Dwelling District, in
which case there shall be a rear yard of not less than
ten (10) feet.
d. Side Yard: Same as District "F ".
e. Lot Area Per Family: Same as District "B ", if used
for dwelling purposes.
Motion was made by Mike McCarty, seconded by Danny Taylor, to
submit the proposed "G -1" Light Industrial Zoning ordinance to
the Council for consideration and recommend that the following
area be rezoned from "A" and "E" zoning to "G -1" Light Industrial:
a. From Alma Lane South to Liberty Baptist Church and East
500 feet from the Highway 287 right -of -way.
b. From TESCO right -of -way at Liberty Baptist Church Southeast
along the South side of TESCO right -of -way to Mansfield
Cardinal Road.
C. South along Mansfield Cardinal Road to Eden Road.
d. South along Eden Road to the City Limits.
e. West along the City Limits to Highway 287 right -of -way.
f. North along Highway 287 to TESCO right -of -way at
Liberty Baptist Church.
Motion carried with none opposed.
II. Recommendation for obtaining funds for the improvements of
streets within Kennedale are as follows:
a. Study plans to obtain funds through initiation of a
capital improvement program, Federal Grants, State
Grants, and developers contributions.
b. Require developers to post monies in the amount of
certain percentage of total street costs for road
improvements with the stipulation such funds would
be used within a three to five year period or refund-
ed to developers.
C. Have plans for road improvements prepared by an
engineer to reflect road expansions, type road
required, estimated costs, etc. This would need
to be done before a capital improvement program
was initiated.
d. Select roads for improvements /expansions on a
priority basis, the most critical need first, etc.,
and follow such priorities.
Motion was made by Bill Reynolds, seconded by Walter Billingsley,
to submitt the above mentioned recommendations to the Council
for consideration, with paragraph b, amended to include

"either by cash, letters of credit or land and /or deed
dedication" between "monies" and "in" on the first line.
Bill Reynolds and Walter Billingsley voted for the motion,
Glynn Cavasos, Mike Smith, Mike McCarty and Danny Taylor voted
against it.
Motion was made by Danny Taylor, seconded by Mike McCarty, to
submit' the above road recommendation in toto to Council
for consideration with anadditional paragraph added, "e. It
is not the intent of the Planning and Zoning Board that the
study of this item delay any progress on projects now on, —going
nor any future projects which occur prior to finalization of
this item. Majority voted for the motion, Mike Smith, Danny
Taylor, Mike McCarty and Glynn Cavasos and Bill Reynolds voted
against the motion and Walter Billingsley abstained.
III. Replatting
a. Gary Cooper presented a final plat on Williamsburg
Square for final approval. Mr. Cooper stated that a stockade
fence would be placed between the "E" Commercial and "A -1"
Single Family Attached Housing per deed restrictions.
Motion was made by Danny Taylor, seconded by Glynn Cavasos,
to accept the final plat on Williamsburg Square and forward
it to Council for final approval. Motion carried unanimously.
Motion was made by Walter Billingsley, seconded by Bill
Reynolds, to adjourn the meeting. Motion carried with none
opposed.
Meeting adjourned at 7:50 p. m.
