12.01.1983 PZ MinutesPUBLIC HEARING December 1, 1983 Bill Cromer, Chairman, called the meeting to order at 7:30 p.m. Members present: Glynn Cavasos, Bill Reynolds, Walter Billingsley, Bill Cromer and Mike McCarty. Members absent: Mike Smith and Danny Taylor. Staff present: Mel Justice, Danny Thomas and Linda Jones. I. Consideration on rezoning property on East Mansfield Hwy. from Alma Lane to the south City Limits from "E" Commercial and "A" Single Family to "G" Industrial with the depth to be 500 ' from the highway right -of -way east toward Mansfield Cardinal Road. The property owners that spoke at the meeting are as follows: Raymond Morris was concerned about the "G" Industrial zoning being next to the "A" Single Family residents. Mr. Morris suggested that the ordinances on "G" zoning be rewritten to include a light industry to protect the residents in the "A" zoning from a heavy industrial district. Charles Knotts suggested a buffer zoning between the "G" and "A" zoning or creating a light industrial zoning. Ed Hardin was concerned about Lot 4, Block 13, C. A. Boaz Sub. being a split zoning. Mr. Hardin requested that Lots 4,5,6 & 7, Block 13, Boaz Sub. remain the same, "A" Single Family. He later withdrew his request due to being able to build homes in the "G" Industrial zoning. Mr. S. Pica stated that his property had no access from Mansfield Highway and wished his property to remain the same, "A" Single Family. Mr. J. Moniz suggested a light industry zoning be established for the area to be rezoned. Leon Blair stated that he was opposed to his property being rezoned, Tracts 1BB, 1L, and 1G of the E. C. Cannon Survey, Abst. 378 and did not wish property next to his to be rezoned to "G" Industrial. Ken Pearce spoke for the zoning change request to be a light industrial zoning. Motion was made by Glynn Cavasos, seconded by Bill Reynolds, that the Public Hearing adjourn. Motion carried. Members absent: Mike Smith and Danny Taylor. Staff present: Mel Justice, Danny Thomas and Linda Jones. I. Building Permits a. Peter Verhaagen - 837 North Trent Street requested a building permit to erect an 80' x 60' addition the the existing structure. Motion was made by Glynn Cavasos, seconded by Walter Billingsley, to issue the building permit. Motion carried with none opposed. b. Mr. Ted Borden requested a building permit for an 85' x 26' painted metal structure to be located at 505 East Mans- field Highway, in lieu of a wooden structure previously approved by the P & Z Board. Motion was made by Bill Reynolds, seconded by Walter Billingsley, to issue the building permit. Motion carried. c. Fred Smith requested a building permit to complete buildings on Tract 1X, E. C. Cannon Survey Abst. 378, Motion was made by Glynn Cavasos, seconded by Walter Billingsley, to approve the plans and give Mel Justice permission to approve futher additions to the buildings,. Motion carried. d. Al Bulls requested a building permit to erect a 4,000 square foot structure on Lot 1, Block 12, Oak Crest Addition. Motion was made by Bill Reynolds, seconded by Walter Billingsley, to approve the plans with the door to be changed as presented. Motion carried with none opposed. II. Consideration on rezoning property on East Mansfield Highway from Alma Lane to the south City Limits from "E" Commercial and "A" Single Family to "G" Industrial with the depth to be 500 ' from the highway right -of -way east toward Mansfield Cardinal Road. After discussion and consideration of the feelings of the property owners, motion was made by Bill Reynolds, seconded by Mike McCarty, that a recommendation be forwarded to Council requesting an ordinance be written for a light industrial zoning and delay the zoning change unitl such time the ordinance is adopted. Motion carried with none opposed.
