09.15.1983 PZ MinutesREGULAR MEETING PLANNING AND ZONING BOARD September 15, 1983 Bill Cromer, Chairman, called the meeting to order at 7:30 p.m. Members present: Glynn Cavasos, Bill Reynolds, Walter Billingsley, Bill Cromer and Mike McCarty. Members absent: Mike Smith and Danny Taylor. Staff present: Mel Justice and Linda Jones. I. Zoning Change Requests a. Mr. Norman Lassetter of Emerald Hills Memorial Park requested the opinion of the Board on a zoning change on land located adjacent to the present active cemetery on Kennedale Sublett Road, zoned "A" and regarding the exten- sion of the old part of the cemetery south to Mansfield Cardinal Road. The present cemetery is in "A" Single Family zoning and extenison on Mansfield Cardinal Road is in "E" Commercial zoning. Motion was made by Bill Reynolds, seconded by Walter Billings- ley, that it was the understanding of the Zoning Board that the ordinance on zoning is "E" Commercial District as listed as proper zoning for mortuaries and funeral homes would include cemeteries and that upon revision of the zoning ordinance consideration be given to establish a separate zoning district, such as "E -R" Restricted Commercial, for these type functions. Motion carried with none opposed. II, Building Permits a. Mr. Ken Pearce requested permission to erect a 40' x 50' commercial structure on property located at 917 East Mansfield Highway in an "E" Commercial zoning. Mr. Pearce explained that the parking area would be made of concrete and would be concreted to the highway if approved by the state highway department. Motion was made by Glynn Cavasos, seconded by Walter Billingsley, to issue a building permit on subject property. Motion carried with none opposed. b. Mr. C. R. Folmar requested a building permit to erect a 6,000 square foot structure with two 12' x 14' offices, two bath and a small repair shop for concrete molds. This burl' prig is to replace the old building on Lot 29, Block 2, Woodlea Acres Addition located at 508 North Road. Motion was made by Glynn Cavasos, seconded by Bill Reynolds, to issue the building permit. Motion carried with none opposed. REGULAR MEETING PLANNING AND ZONING BOARD September 15, 1983 Cont'd III. Board Members a. Mr. Justice informed the Board that at the last Council meeting, Mr. Marshall stated that if businesses are sold operating under a "grandfather" clause, the new owner could remain operating under the "grandfather" clause. There being no further business, motion was made by Glynn Cavasos, seconded by Walter Billingsley, that the meeting adjourn. Motion carried with none opposed. Meeting adjourned at 8:15 p. m.
