08.10.1982 PZ MinutesMinutes of Special Meeting Planning and Zoning Board August 10, 1982 Raymond Morris, Chairman, called the meeting to order at 7:30 p.m. Members present: R. E. Flowers, Walter Billingsley, Raymond Morris, Robert Brown, Mike Smith, and Glynn Cavasos. Members absent: Bill Cromer. Staff present: Mel Justice and Linda Jones. I. Old Business a. Gary Cooper - Consideration of zoning change from District "A" Single Family to "B" Multi Family on the Spring Branch Sub- division. Gary Cooper stated he preferred to stay with his original plans instead of an alternate proposal. Open Discussion Gary Bell presented a petition to the Board and stated that the citizens did not want high denisty houses in the area for the following reasons: 1. Roads can't handle the traffic 2. The water system can't handle an increase in people 3. Schools will be over crowded He asked the Board to take into consideration the feelings of the citizens. S. M. Love said the schools can handle more students and after as much money as has been spent, the water supply should be adequate. He also stated that the Pine Meadow Duplexes are well built. Fred Smith from the Chamber of Commerce stated that Kennedale needs to grow. Minnie Otis didn't understand how less people would be in duplexes instead of single family homes. Mr. Cooper stated the reason for duplexes is to put more money into living area instead of investing money for a lot. Steve Mahail was concerned with too many cars parked on the streets. Doyle Riley stated that there has not been any growth in Kennedale and we need it. Pam Webster's main concern was low income people moving into the Spring Branch Subdivision. Marlin Eudy asked how many families per acre. Gary Cooper stated 51/2 families. Elaine Pfitzner was concerned about the width of Bowman Springs Road. Minutes of Special Meeting Planning and Zoning Board August 10, 1982 Con'd Motion was made by Mike Smith, seconded by Glynn Cavasos, to accept the zoning change and recommend City Council approve the change from "A" Single Family to "B" Multi Family on the Spring Branch Subdivision. Four voted in favor of the request. Robert Brown and R. E. Flowers voted against the request. II. Subdivision a. Gary Cooper - Consideration of preliminary plat on the Spring Branch Subdivision. The Board requested the following changes: 1. Concrete streets without curb and gutter 2. Sidewalk on Paula Lane 3. Ten feet (10') easement for sewer line between Lot 4B & 5A, Block 1, and Lot 7B & 8A, Block 2. 4. Thirty feet (30') building line, lot frontage on. Spring Branch Lane 5. Fifteen feet (15') side yard building line on lots that are contiguous to Bowman Springs Road and Paula Lane. Motion was made by Robert Brown, seconded by Walter Billingsley, to approve the preliminary plat on subject property, with the above corrections. Motion carried with none opposed. There being no further business, motion was made by R. E. Flowers, seconded by Robert Brown, that the meeting adjourn. Motion carried with none opposed. Meeting adjourned at 9:55 p. m.
