Chairman, called the meeting to order at 8:10 p.m.
Walter Billingsley, Raymond Morris, Robert
Cavasos.
R. E. Flowers, Bill Cromer and Mike Smith.
Staff present: Mel Justice and Linda Jones.
I. Zoning Change Requests
a. Gary Cooper - Consideration of zoning change request
on the Spring Branch Subdivision. Gary Cooper offered the lots
behind the property owners for $8,500.00 to be developed if
they opposed this rezoning.
Motion was made by Robert Brown, seconded by Walter Billingsley,
that this request be tabled until August 10, 1982 for an
alternate proposal from Gary Cooper. Motion carried with none
opposed.
II. Subdivision
a. Gary Cooper - Consideration of the preliminary plat
on the Spring Branch Subdivision.
Motion was made by Robert Brown, seconded by Walter Billingsley,
to table this request until August 10, 1982. Motion carried
with none opposed.
III. Variance Requests
a. Ray Johnson - 400 North Road appeared before the
Board requesting a variance to operate a retail florist
business. Mr. Johnson stated he plans to build a 20' x 30'
structure out of ruff cedar.
Motion was made by Walter Billingsley,
to table this request until Mr. Johnson
Motion carried with none opposed.
There being no further business, motion
Billingsley, seconded by Glynn Cavasos,
Motion carried with none opposed.

PUBLIC HEARING
August 6, 1982
Raymond Morris, Chairman, called the meeting to order at 7:00 p.m.
Members present: Walter Billingsley, Raymond Morris, Robert
Brown, and Glynn Cavasos.
Members absent: R. E. Flowers, Bill Cromer and Mike Smith.
Staff present: Mel Justice and Linda Jones.
I. Zoning Change Requests
a. Gary Cooper - Rampart Builders requested a zoning
change from District "A" Single Family to "B" Multi Family
on property presently located in the E. R. Mingus Survey,
Abstract # 1075. Gary Cooper explained the Spring Branch
concept to the property owners within 200 feet of subject
property. Mr. Cooper presented pictures of the planned
attached single family houses.
The following list of residents spoke in opposition to the
request:
Jackie Statum - 921 Bowman Springs Road
Mr. & Mrs. Ronald Pfitzner - 322 Arthur Drive
David Taylor - 825 Bowman Springs Road
Chris & Pam Webster - 219 Arthur Drive
Gary Bell - 403 Rolanda Lane
Mr. & Mrs. Marlin Eudy - 314 Arthur Drive
Kenneth Powell - 312 Arthur Dirve.
Retha Posa - 317 Arthur Drive
Gary Bell stated Bowman Springs Road could not handle the
traffic and low income families would be moving into Kennedale.
Chris Webster asked if the Pine Meadow duplexes were for sale
in the beginning. Mr. Cooper stated no, they were for rent.
Marlin Eudy asked if the rent would be lowered if the duplexes
did not sell. Mr. Cooper said no.
Retha Posa was concerned with over crowding in the schools and
with added traffic on Bowman Springs Road, Arthur Drive and
Paula Lane.
Kenneth Powell stated he was for building homes, but not duplexes.

B. T. Webb was concerned about sidewalks down Bowman Springs
Road.
Gary Cooper stated that the goal is for home ownership, but
if he could not sale the houses, he would rent them. The
least expensive would be priced at approximately $42,500.
Motion was made by Robert Brown, seconded by Walter Billingsley,
that the Public Hearing adjourn. Motion carried with none
opposed.

We, the undersigned, hereby make it known by the
signing of this petition that we are against the proposed
zoning change from Zone A -One Family to Zone B -Multi Family
for property described as follows; Tract of land out of
E. R. Mingus Survey, Abstract 1075, located morth of Arthur
Drive and east of Bowman Springs Road.
