06.17.1982 PZ MinutesMinutes of Special Meeting Planning and Zoning Board June 17, 1982 Mr. Morris, Chairman, called the meeting to order at 7:30 p., m. Members present: R. E. Flowers, Walter Billingsley, Raymond Morris, Mike Smith, Glynn Cavasos, and Robert Brown. Bill Cromer was not present. Staff present: Mel Justice and Linda Jones I. Variance Requests a. Mr. David Wills - 129 East Mansfield Highway made a request for a variance to operate an animal feed store. Mr. Wills stated he would sell feed /animal supplies and there would not be any storage outside the buidling. The Board stated the building will have to be brought up to required standards before Mr. Wills can move his business in. Motion was made by Mr. Flowers, seconded by Robert Brown, to grant the variance on said business and the building be brought up to standards. Motion carried with none opposed. II. Building Permits a. Mr. Murrel Hastings - 225 West Mansfield Highway appeared before the Board for a building permit on subject property. The structure is a residential type dwelling and is one of the two substandard buildings located on a commercial lot. Raymond Morris stated the permit could not be issued until such time as both structuresare brought up to required standards. III. Miscellaneous a. Carl Cunningham - Cunningham Crematory Service requested permission to erect a crematory on Lot 3C, J. B. Renfro Survey located in the Emerald Hills Memorial Park. Norm Smith stated pollution control equipment is used so that no smoke or odor will escape. Natural gas will be used in the cremating process. Raymond Morris stated the Board needs time to get opinions from the people in the community. A letter was submitted to the Board from Texas Air Control Board stating the facility appears to meet the qualifications of Exemption Number 106. Motion was made by R. E. Flowers, seconded by Walter Billingsley, to table the request at this time for further study. Motion carried with none opposed. b. Joseph N. Moniz - 1113 East Mansfield. Highway appeared before the Board to clarify business operations granted at the April 1, 1982 Planning and Zoning Board meeting. Painting vehicles was the subject in question. Painting vehicles was not discussed nor approved at the April meeting. The Board suggested Mr. Moniz put in an application for conducting this type business and submit plans to the staff for a paint booth. Flowers, seconded by Walter Billingsley, to table this request until further clarification for the paint and body shop is received. Motion carried with none opposed. c. Fred Smith - 416 East Mansfield Highway requested a building permit to add 2,000 square feet to the present building. The Board stated everything meets ordinances and there were no objections. Motion was made by Robert Brown, seconded by Walter Billingsley, to issue the building permit to Fred Smith on subject property. Motion carried with none opposed. There being no further business, motion was made by R. E. Flowers, seconded by Mike Smith, that the meeting adjourn. Motion carried with none opposed. Meeting adjourned at 9:25 p. m.
